The operator shall insure that explosives are used only in\n\naccordance with existing state and federal law and the regulations\n\npromulgated by the Department, which shall require:\n\n1. Adequate advance written notice to local governments and\n\nresidents who might be affected by the use of such explosives by\n\npublication of the planned blasting schedule in a newspaper of\n\ngeneral circulation in the locality, and by mailing a copy of the\n\nproposed blasting schedule to every resident living within one-half\n\n(1/2) mile of the proposed blasting site and by providing daily\n\nnotice to resident/occupiers in such areas prior to any blasting;\n\n2. Maintaining for a period of at least three (3) years and\n\nmaking available for public inspection upon request a log detailing\n\nthe location of the blasts, the pattern and depth of the drill\n\nholes, the amount of explosives used per hole, and the order and\n\nlength of delay in the blasts;\n\n3. Limiting the type of explosives and detonating equipment,\n\nthe size, the timing and frequency of blasts based upon the physical\n\nconditions of the site so as to prevent injury to persons, damage to\n\npublic and private property outside the permit area, adverse impacts\n\non any underground mine, and change in the course, channel, or\n\navailability of ground or surface water outside the permit area;\n\n4. All blasting operations be conducted by trained and\n\ncompetent persons as certified by the Department;\n\n5. Upon the request of a resident or owner of a man-made\n\ndwelling or structure within one-half (1/2) mile of any portion of\n\nthe permitted area the applicant or permittee shall conduct a pre-\n\nblasting survey of such structures and submit the survey to the\n\nDepartment and a copy to the resident or owner making the request.\n\nThe area of the survey shall be decided by the Department; and\n\n6. For the purposes of this section:\n\na. for blasting operations using electronic-blasting\n\ndetonators, a \"loaded hole\" is defined as one that\n\ncontains explosives or blasting agents with a primer\n\nwhere the hole has been stemmed and has a short length\n\nof connecting wire sticking out but does not have a\n\nfiring device connected,\n\nb. for blasting operations not using electronic\n\ndetonators, a hole with explosives and a blasting cap\n\nis considered a \"loaded and charged hole\",\n\nc. for blasting operations using electronic-blasting\n\ndetonators, a \"charged hole\" is defined as one that\n\ncontains explosives or blasting agents with a primer\n\nwhere the hole has been tamped with a short length of\n\nconnecting device sticking out and it does have a\n\nfiring device connected,\n\nd. \"blasting site\" is defined as the area within fifty\n\n(50) feet, or any alternative distance provided in the\n\nblasting plan of the approved permit on file, of any\n\nholes loaded with explosives, blasting agents or\n\ndetonators,\n\ne. \"blasting area\" is defined as the area where flying\n\nrock may be considered dangerous, which shall be\n\ndetermined by the certified blaster.\n\nB. Rules and procedures for the use of explosives are as\n\nfollows:\n\n1. Persons who use explosives, blasting agents or detonators\n\nshall be certified by the Oklahoma Mining Commission. Such persons\n\nshall understand the hazards involved, and trainees shall do such\n\nwork only under the supervision of and in the immediate presence of\n\ncertified persons;\n\n2. Blasting operations shall be under the direct control of\n\ncertified persons designated by the operator for that purpose;\n\n3. Damaged or deteriorated explosives, blasting agents and\n\ndetonators shall be disposed of in a safe manner;\n\n4. For blasting operations using electronic blasting\n\ndetonators, loaded holes shall be charged as near to blasting time\n\nas practical and in compliance with the known physical limitations\n\nand properties of the specific blasting materials and equipment\n\nspecified by the manufacturer. Unless authorized by the appropriate\nives, blasting agents and\n\ndetonators shall be disposed of in a safe manner;\n\n4. For blasting operations using electronic blasting\n\ndetonators, loaded holes shall be charged as near to blasting time\n\nas practical and in compliance with the known physical limitations\n\nand properties of the specific blasting materials and equipment\n\nspecified by the manufacturer. Unless authorized by the appropriate\n\nregulatory authority, loaded holes shall be detonated within sixty\n\n(60) days from the date of loading;\n\n5. No person shall smoke within fifty (50) feet of explosives,\n\nblasting agents or detonators;\n\n6. Only wooden or other nonsparking devices shall be used to\n\npunch holes in explosives cartridges;\n\n7. Tamping poles shall be blunt and squared at one end and made\n\nof wood or other nonsparking material;\n\n8. No tamping shall be done directly on primer cartridges;\n\n9. During the loading of holes, only the work activities\n\nassociated with the explosives operation will be permitted in the\n\nblasting site;\n\n10. During charging and firing, only the work activities\n\nassociated with the explosives operation will be permitted in the\n\nblasting area;\n\n11. Unused explosives and detonators shall be moved to a safe\n\nlocation as soon as charging operations are completed;\n\n12. Approaches to areas in which charged holes are awaiting\n\nfiring shall be guarded or barricaded and posted or flagged against\n\nunauthorized entry;\n\n13. When a blast is about to be fired, ample warning shall be\n\ngiven to allow all persons to retreat to a safe place. Each mine\n\nshall have a definite plan of warning signals that can be clearly\n\nseen or heard by anyone in the blasting area. The operator shall\n\ninform all employees at the local mine as to the established\n\nprocedure;\n\n14. Enclosed blasting shelters constructed of strong materials\n\nshall be provided to protect all persons endangered by flying rock\n\nfrom blasting;\n\n15. When safety fuse has been used, persons shall not return to\n\nmisfired holes for at least thirty (30) minutes;\n\n16. When electric blasting caps have been used, persons shall\n\nnot return to misfired holes for at least fifteen (15) minutes.\n\nLeading wires from the power source must be disconnected before\n\npersons can be allowed to return to the blasting sites;\n\n17. Blasted materials shall be examined for undetonated\n\nexplosives after each blast and undetonated explosives found shall\n\nbe disposed of safely;\n\n18. Misfires shall be reported to the proper supervisor and\n\nshall be disposed of safely before any other work is performed in\n\nthe blasting area;\n\n19. Blast holes in hot-hole areas and holes that have been\n\nsprung shall not be charged before tests have been made to insure\n\nthat the heat has been dissipated to a safe level;\n\n20. If explosives are suspected of burning in a hole, all\n\npersons in the endangered area shall move to a safe location until\n\nthe danger has passed;\n\n21. Holes shall not be drilled where there is danger of\n\nintersecting a charge or misfired hole;\n\n22. Fuses and igniters shall be stored in a cool, dry place\n\naway from oils or grease;\n\n23. Fuses shall not be kinked, bent sharply or handled roughly;\n\n24. Fuses shall be cut and capped in safe, dry locations posted\n\nwith \"No Smoking\" signs;\n\n25. Blasting caps shall be crimped to fuses only with devices\n\ndesigned for that specific purpose;\n\n26. Fuses of less than forty-eight (48) inches in length shall\n\nnot be used for any purpose;\n\n27. At least two persons shall be present when lighting fuses,\n\nand no person shall light more than fifteen individual fuses. If\n\nmore than fifteen holes per person are to be fired, igniter cord and\n\nconnectors or electric blasting shall be used;\n\n28. A safe interval of time shall be allowed to light a round\n\nand evacuate the blasting area;\n\n29. Fuses shall be ignited with hot-wire lighters, lead\n27. At least two persons shall be present when lighting fuses,\n\nand no person shall light more than fifteen individual fuses. If\n\nmore than fifteen holes per person are to be fired, igniter cord and\n\nconnectors or electric blasting shall be used;\n\n28. A safe interval of time shall be allowed to light a round\n\nand evacuate the blasting area;\n\n29. Fuses shall be ignited with hot-wire lighters, lead\n\nspitters, igniter cord or other such devices designed for this\n\npurpose;\n\n30. Fuses shall not be ignited before the primer and the entire\n\ncharge are securely in place;\n\n31. Electric detonators of different brands shall not be used\n\nin the same round;\n\n32. Electric detonators shall remain shunted until they are\n\nbeing wired into the blasting circuit. Lead lines and wired rounds\n\nshall be kept shunted until immediately before blasting;\n\n33. Completely wired rounds shall be tested with a blasting\n\ngalvanometer before connections are made to the blasting line;\n\n34. Lead wires and blasting lines shall not be strung across\n\npower conductors, pipelines or within twenty (20) feet of bare power\n\nlines. They shall be protected from sources of static or other\n\nelectrical contact;\n\n35. Permanent blasting lines shall be properly supported,\n\ninsulated and kept in good repair;\n\n36. Charging shall be stopped immediately when the presence of\n\nstatic electricity or stray current is detected; the condition shall\n\nbe corrected before charging is resumed;\n\n37. Charging of holes shall be suspended and the persons\n\nwithdrawn to a safe location upon the approach of an electrical\n\nstorm;\n\n38. Safety switches and blasting switches shall be labeled,\n\nencased in boxes and arranged so that the covers of the boxes cannot\n\nbe closed with the switches in closed position;\n\n39. Blasting switches shall be locked in the open position\n\nexcept when closed to fire the blast. Lead wires shall not be\n\nconnected to the blasting switch until the shot is ready to be\n\nfired;\n\n40. The key to a blasting switch shall be entrusted only to the\n\nperson designated to fire blasts;\n\n41. Electric circuits from the blasting switches to the blast\n\narea shall not be grounded;\n\n42. At least a five-foot air gap shall be provided between the\n\nblasting circuit and the power circuit;\n\n43. Where electric blasting is to be performed, electric\n\ncircuits to equipment within twenty-five (25) feet of a hole that is\n\nto be charged with an electric blasting cap shall be de-energized\n\nbefore electric detonators are brought into the immediate area, or\n\nthe electric equipment shall be moved out of the immediate area;\n\n44. Power sources shall be suitable for the number of electric\n\ndetonators to be fired and for the type of circuits used;\n\n45. When instantaneous blasting is performed, the double-\n\ntrunkline or loop system shall be used in detonating-cord blasting;\n\n46. When instantaneous blasting is performed, trunklines in\n\nmultiple-row blasting shall make one or more complete loops with\n\ncrossties between loops at intervals of not over two hundred (200)\n\nfeet;\n\n47. All detonating-cord knots shall be tight and all\n\nconnections shall be kept at right angles to the trunklines;\n\n48. Delay connectors for firing detonating-cord shall be\n\ntreated and handled with the same safety precautions as blasting\n\ncaps and electric detonators; and\n\n49.
