The Department shall require any permittee to establish and\n\nmaintain appropriate records, make monthly reports to the\n\nDepartment, install, use and maintain any necessary monitoring\n\nequipment or methods, evaluate results in accordance with such\n\nmethods, at such locations, intervals and in such manner as the\n\nDepartment shall prescribe, and provide such other information\n\nrelative to surface coal mining and reclamation operations as the\n\nDepartment deems reasonable and necessary.\n\nB. For those surface coal mining and reclamation operations\n\nwhich remove or disturb strata that serve as aquifers which\n\nsignificantly insure the hydrologic balance of water use either on\n\nor off the mining site, the Department shall specify:\n\n1. Monitoring sites to record the quantity and quality of\n\nsurface drainage above and below the minesite as well as in the\n\npotential zone of influence;\n\n2. Monitoring sites to record level, amount and samples of\n\nground water and aquifers potentially affected by the mining and\n\nalso directly below the lowermost (deepest) coal seam to be mined;\n\n3. Records of well logs and borehole data to be maintained; and\n\n4.
