Rules and procedures for storage of explosives shall be as\n\nfollows:\n\n1. Detonators and other cap-sensitive high explosives shall be\n\nstored in magazines provided for that purpose. Blasting agents may\n\nbe stored in van-type trailers, provided they are well-ventilated,\n\nkept clean and free of extraneous material that could create a fire\n\nhazard;\n\n2. Separate magazines shall be provided for the storage of\n\ndetonators and for explosives;\n\n3. Detonators shall not be stored in the same magazine with\n\nexplosives or blasting agents;\n\n4. Blasting agents, safety fuse or detonating cord may be\n\nstored with explosives, but blasting agents must be kept physically\n\nseparated from the fuse, detonating cord and explosives;\n\n5. Magazines shall be:\n\na. located in accordance with the current American Table\n\nof Distances for Storage of Explosives,\n\nb. detached structures located away from power lines,\n\nfuel storage area and other possible sources of fire,\n\nc. constructed substantially of noncombustible material\n\nor covered with fire-resistant material,\n\nd. reasonably bullet-resistant,\n\ne. electrically bonded and grounded if constructed of\n\nmetal,\n\nf. made of nonsparking materials on the inside, including\n\nfloors,\n\ng. provided with adequate and effectively screened\n\nventilation openings near the floor and ceiling,\n\nh. kept securely locked when unattended,\n\ni. posted with suitable danger signs so located that a\n\nbullet passing through the face of a sign will not\n\nstrike the magazine,\n\nj. used exclusively for storage of blasting agents,\n\nexplosives, or detonators and kept free of all\n\nextraneous materials,\n\nk. kept clean and dry in the interior, and in good\n\nrepair, and\n\nl. unheated, unless heated in a manner that does not\n\ncreate a fire or explosion hazard. Electrical heating\n\ndevices shall not be used inside a magazine;\n\n6. Only permissible lights, worn or carried, shall be used\n\ninside magazines;\n\n7. Areas surrounding magazines not less than twenty-five (25)\n\nfeet in all directions shall be kept free of rubbish and other\n\ncombustibles;\n\n8. Smoking and open flames shall not be permitted within\n\ntwenty-five (25) feet of explosives and detonator storage magazines;\n\n9. Cases of explosives shall be stored in such a manner as to\n\nassure the use of the oldest stock first;\n\n10. Ammonium nitrate fuel oil mixtures shall be physically\n\nseparated from dynamite stored in the same magazine and in such a\n\nmanner that oil does not contaminate the dynamite; and\n\n11. Cases of explosives shall not be stored on case ends or\n\nsides nor in stacks over six (6) feet high.\n\nB. Rules and procedures as follows shall be complied with in\n\nthe transportation of explosives:\n\n1. Explosives and detonators shall be transported in separate\n\nvehicles unless separated by four (4) inches of hardwood or the\n\nequivalent;\n\n2. Self-propelled vehicles used to transport explosives or\n\ndetonators shall be equipped with suitable fire extinguishers and\n\nmarked with proper warning signs;\n\n3. When vehicles containing explosives or detonators are\n\nparked, the brakes shall be set, the motive power shut off when not\n\nin use, and if parked on an incline, the vehicle shall be blocked\n\nsecurely against rolling;\n\n4. Vehicles containing explosives or detonators shall not be\n\nleft unattended except in blasting areas where loading or charging\n\nis in progress;\n\n5. Vehicles containing explosives or detonators shall not be\n\ntaken to a repair garage or shop for any purpose;\n\n6. Vehicles used to transport explosives or detonators shall be\n\nmaintained in good condition and shall be operated at a safe speed\n\nand in accordance with recognized safe operating practices;\n\n7. Vehicles used to transport explosives other than Ammonium\n\nNitrate Fuel Oil (ANFO) mixtures shall have substantially\n\nconstructed bodies, no sparking metal exposed in the cargo space,\n\nand the explosives shall not be piled higher than the side or end\n\nenclosures;\nbe\n\nmaintained in good condition and shall be operated at a safe speed\n\nand in accordance with recognized safe operating practices;\n\n7. Vehicles used to transport explosives other than Ammonium\n\nNitrate Fuel Oil (ANFO) mixtures shall have substantially\n\nconstructed bodies, no sparking metal exposed in the cargo space,\n\nand the explosives shall not be piled higher than the side or end\n\nenclosures;\n\n8. Explosives shall be transported at times and over routes\n\nthat endanger a minimum number of persons;\n\n9. Other materials or supplies shall not be placed on or in the\n\ncargo space of a conveyance containing explosives or detonators;\n\n10. No person shall smoke while transporting or handling\n\nexplosives or detonators;\n\n11. Only the necessary attendants shall ride on or in vehicles\n\ncontaining explosives or detonators;\n\n12. Explosives shall be transported promptly without undue\n\ndelays in transit;\n\n13. Nonconductive containers with tight-fitting covers shall be\n\nused to transport or carry capped fuses and electric detonators to\n\nblasting sites; and\n\n14. Substantial nonconductive closed containers shall be used\n\nto carry explosives to blasting sites.\n\nC. Rules and procedures as follows shall be complied with in\n\nthe use of explosives, with the exception of persons with a valid\n\ncoal permit issued by the Department of Mines:\n\n1. Persons who use explosives, blasting agents or detonators\n\nshall be certified by the Oklahoma Mining Commission. Such persons\n\nshall understand the hazards involved, and trainees shall do such\n\nwork only under the supervision of and in the immediate presence of\n\ncertified persons;\n\n2. Blasting operations shall be under the direct control of\n\ncertified persons designated by the operator for that purpose;\n\n3. Damaged or deteriorated explosives, blasting agents and\n\ndetonators shall be disposed of in a safe manner;\n\n4. Holes to be blasted shall be charged as near to blasting\n\ntime as practical, and such holes shall be blasted as soon as\n\npractical after charging has been completed;\n\n5. No person shall smoke within fifty (50) feet of explosives,\n\nblasting agents or detonators;\n\n6. Explosives and blasting agents shall be kept separated from\n\ndetonators until charging of holes is started;\n\n7. Primers shall be made up at the time of charging and as\n\nclose to the blasting site as conditions allow;\n\n8. Only wooden or other nonsparking devices shall be used to\n\npunch holes in explosives cartridges;\n\n9. Tamping poles shall be blunt and squared at one end and made\n\nof wood or other nonsparking material;\n\n10. No tamping shall be done directly on primer cartridges;\n\n11. Unused explosives and detonators shall be moved to a safe\n\nlocation as soon as charging operations are completed;\n\n12. Approaches to areas in which charged holes are awaiting\n\nfiring shall be guarded, or barricaded and posted, or flagged,\n\nagainst unauthorized entry. If blasting is done after dark, red\n\nflashing lights shall be used at the approaches to the blasting\n\narea;\n\n13. When a blast is about to be fired, ample warning shall be\n\ngiven to allow all persons to retreat to a safe place. Each mine\n\nshall have a definite plan of warning signals that can be clearly\n\nseen or heard by anyone in the blasting area. The operator shall\n\ninform all employees at the local mine as to the established\n\nprocedure;\n\n14. Enclosed blasting shelters constructed of strong materials\n\nshall be provided to protect all persons endangered by flying rock\n\nfrom blasting;\n\n15. When safety fuse has been used, persons shall not return to\n\nmisfired holes for at least thirty (30) minutes;\n\n16. When electric blasting caps have been used, persons shall\n\nnot return to misfired holes for at least fifteen (15) minutes.\n\nLeading wires from the power source must be disconnected before\n\npersons can be allowed to return to the blasting sites;\nered by flying rock\n\nfrom blasting;\n\n15. When safety fuse has been used, persons shall not return to\n\nmisfired holes for at least thirty (30) minutes;\n\n16. When electric blasting caps have been used, persons shall\n\nnot return to misfired holes for at least fifteen (15) minutes.\n\nLeading wires from the power source must be disconnected before\n\npersons can be allowed to return to the blasting sites;\n\n17. Blasted materials shall be examined for undetonated\n\nexplosives after each blast and undetonated explosives found shall\n\nbe disposed of safely;\n\n18. Misfires shall be reported to the proper supervisor and\n\nshall be disposed of safely before any other work is performed in\n\nthe blasting area;\n\n19. Blast holes in hot-hole areas and holes that have been\n\nsprung shall not be charged before tests have been made to insure\n\nthat the heat has been dissipated to a safe level;\n\n20. If explosives are suspected of burning in a hole, all\n\npersons in the endangered area shall move to a safe location until\n\nthe danger has passed;\n\n21. Holes shall not be drilled where there is danger of\n\nintersecting a charge or misfired hole;\n\n22. Fuses and igniters shall be stored in a cool, dry place\n\naway from oils or grease;\n\n23. Fuses shall not be kinked, bent sharply or handled roughly;\n\n24. Fuses shall be cut and capped in safe, dry locations posted\n\nwith \"No Smoking\" signs;\n\n25. Blasting caps shall be crimped to fuses only with devices\n\ndesigned for that specific purpose;\n\n26. Fuses of less than forty-eight (48) inches in length shall\n\nnot be used for any purpose;\n\n27. At least two persons shall be present when lighting fuses,\n\nand no person shall light more than fifteen individual fuses. If\n\nmore than fifteen holes per person are to be fired, igniter cord and\n\nconnectors or electric blasting shall be used;\n\n28. A safe interval of time shall be allowed to light a round\n\nand evacuate the blasting area;\n\n29. Fuses shall be ignited with hot-wire lighters, lead\n\nspitters, igniter cord or other such devices designed for this\n\npurpose;\n\n30. Fuses shall not be ignited before the primer and the entire\n\ncharge are securely in place;\n\n31. Electric detonators of different brands shall not be used\n\nin the same round;\n\n32. Electric detonators shall remain shunted until they are\n\nbeing wired into the blasting circuit. Lead lines and wired rounds\n\nshall be kept shunted until immediately before blasting;\n\n33. Completely wired rounds shall be tested with a blasting\n\ngalvanometer before connections are made to the blasting line;\n\n34. Lead wires and blasting lines shall not be strung across\n\npower conductors, pipelines or within twenty (20) feet of bare power\n\nlines. They shall be protected from sources of static or other\n\nelectrical contact;\n\n35. Permanent blasting lines shall be properly supported,\n\ninsulated and kept in good repair;\n\n36. Charging shall be stopped immediately when the presence of\n\nstatic electricity or stray current is detected; the condition shall\n\nbe corrected before charging is resumed;\n\n37. Charging of holes shall be suspended and the persons\n\nwithdrawn to a safe location upon the approach of an electrical\n\nstorm;\n\n38. Safety switches and blasting switches shall be labeled,\n\nencased in boxes and arranged so that the covers of the boxes cannot\n\nbe closed with the switches in closed position;\n\n39. Blasting switches shall be locked in the open position\n\nexcept when closed to fire the blast. Lead wires shall not be\n\nconnected to the blasting switch until the shot is ready to be\n\nfired;\n\n40. The key to a blasting switch shall be entrusted only to the\n\nperson designated to fire blasts;\n\n41. Electric circuits from the blasting switches to the blast\n\narea shall not be grounded;\n\n42. At least a five-foot air gap shall be provided between the\n\nblasting circuit and the power circuit;\n\n43. Where electric blasting is to be performed, electric\nswitch until the shot is ready to be\n\nfired;\n\n40. The key to a blasting switch shall be entrusted only to the\n\nperson designated to fire blasts;\n\n41. Electric circuits from the blasting switches to the blast\n\narea shall not be grounded;\n\n42. At least a five-foot air gap shall be provided between the\n\nblasting circuit and the power circuit;\n\n43. Where electric blasting is to be performed, electric\n\ncircuits to equipment within twenty-five (25) feet of a hole that is\n\nto be charged with an electric blasting cap shall be de-energized\n\nbefore electric detonators are brought into the immediate area, or\n\nthe electric equipment shall be moved out of the immediate area;\n\n44. Power sources shall be suitable for the number of electric\n\ndetonators to be fired and for the type of circuits used;\n\n45. When instantaneous blasting is performed, the double-\n\ntrunkline or loop system shall be used in detonating-cord blasting;\n\n46. When instantaneous blasting is performed, trunklines in\n\nmultiple-row blasting shall make one or more complete loops with\n\ncrossties between loops at intervals of not over two hundred (200)\n\nfeet;\n\n47. All detonating-cord knots shall be tight and all\n\nconnections shall be kept at right angles to the trunklines;\n\n48. Delay connectors for firing detonating-cord shall be\n\ntreated and handled with the same safety precautions as blasting\n\ncaps and electric detonators; and\n\n49. Detonating-cord shall not be kinked, bent or otherwise\n\nhandled in such a manner that the train of detonation may be\n\ninterrupted.\n\nD. Rules and procedures as follows shall be complied with in\n\ndealing with sensitized ammonium nitrate blasting agents:\n\n1. When sensitized ammonium nitrate mixtures and blasting\n\nagents are used, the same precautions shall be taken as for high\n\nexplosives;\n\n2. Adequate priming shall be employed to guard against\n\nmisfires, increased toxic fumes and poor performance;\n\n3. Where pneumatic loading is employed, before any type of\n\nblasting operation using blasting agents is put into effect, an\n\nevaluation of the potential hazard of static electricity shall be\n\nmade. Adequate steps, including the grounding of the conductive\n\nparts of pneumatic loading equipment, shall be taken to eliminate\n\nthe hazard of static electricity before blasting agent preparation\n\nis commenced;\n\n4. Pneumatic loading equipment shall not be grounded to water\n\nlines, air lines, rails or other permanent electrical grounding\n\nsystems;\n\n5. Hoses used in connection with pneumatic loading machines\n\nshall be of the semiconductive type having a total resistance low\n\nenough to permit the dissipation of static electricity and high\n\nenough to limit the flow of stray electric currents to a safe level.\n\nWire-countered hose shall not be used because of the potential\n\nhazard from stray electric currents; and\n\n6.
