Stat. tit. 45, § 45-915","heading":"Electricity - Rules and procedures","body":"The following rules and procedures shall be complied with in\n\ndealing with electricity:\n\n1. Circuits shall be protected against excessive overloads by\n\nfuses or circuit breakers of the correct type and capacity;\n\n2. Powerlines and telephone circuits shall be protected against\n\nshort circuits and lightning;\n\n3. Electric equipment and circuits shall be provided with\n\nswitches or other controls. Such switches or controls shall be of\n\napproved design and construction and shall be properly installed;\n\n4. Individual overload protection or short-circuit protection\n\nshall be provided for the trailing cables of mobile equipment;\n\n5. Power wires and cables shall have adequate current-carrying\n\ncapacity and shall be protected from mechanical injury;\n\n6. Neither crawler-mounted nor rubber-tired equipment shall run\n\nover trailing cables unless the cables are properly bridged or\n\notherwise protected;\n\n7. Distribution boxes shall be provided with disconnect\n\nswitches;\n\n8. Trailing cable and power cable connections to junction boxes\n\nshall not be made or broken under load;\n\n9. Power wires and cables shall be insulated adequately where\n\nthey pass into or out of electrical compartments;\n\n10. Power wires and cables which present a fire hazard shall be\n\nwell installed on acceptable insulators;\n\n11. Where metallic tools or equipment can come in contact with\n\nbare power lines, the lines shall be guarded or de-energized;\n\n12. Telephone and low potential electric signal wires shall be\n\nprotected from contacting energized power lines;\n\n13. High potential transmission cables shall be covered,\n\ninsulated or placed according to acceptable electrical codes to\n\nprevent contact with low potential circuits;\n\n14. The potential on bare signal wires accessible to personal\n\ncontact should not exceed thirty (30) volts;\n\n15. Splices in power cables, including ground conductor, where\n\nprovided, shall be:\n\na. mechanically strong with adequate electrical\n\nconductivity,\n\nb. effectively insulated and sealed to exclude\n\nmoisture, and\n\nc. provided with mechanical protection and\n\nelectrical conductivity as near as possible to that of the original;\n\n16. Shovel trailing cables shall not be moved with the shovel\n\ndipper unless cable slings or sleds are used;\n\n17. Energized high potential cables shall be handled with\n\ninsulated hooks or tongs;\n\n18. Electrical equipment shall be de-energized before work is\n\ndone on such equipment. Switches shall be locked out and suitable\n\nwarning signs posted by the individuals who are to do the work;\n\nlocks shall be removed only by authorized persons;\n\n19. Power circuits shall be de-energized before work is done\n\non such circuits unless hot line tools are used. Switches shall be\n\nlocked out and suitable warning signs posted by the individuals who\n\nare to do the work; locks shall be removed only by authorized\n\npersons;\n\n20. Principal power switches shall be labeled to show which\n\nunits they control;\n\n21. At least three (3) feet of clearance shall be provided\n\naround all parts of stationary electric equipment or switch gear\n\nwhere access or travel is necessary;\n\n22. Dry wooden platforms, insulating mats or other\n\nelectrically nonconductive material shall be kept in place at all\n\nswitchboards and power control switches where shock hazards exist.\n\nHowever, metal plates on which a person normally would stand, plates\n\nwhich are kept at the same potential as the grounded metal\n\nnoncurrent carrying parts of the power switches to be operated may\n\nbe used;\n\n23. Suitable danger signs shall be posted at all major\n\nelectrical installations;\n\n24. Areas containing major electrical installations shall be\n\nentered only by authorized personnel;\n\n25. Electrical connections and resistor grids that are\n\ndifficult or impractical to insulate shall be guarded unless\n\nprotection is provided by location;\n\n26. Reverse-current protection shall be provided at storage\n\nbattery charging stations;\nshall be posted at all major\n\nelectrical installations;\n\n24. Areas containing major electrical installations shall be\n\nentered only by authorized personnel;\n\n25. Electrical connections and resistor grids that are\n\ndifficult or impractical to insulate shall be guarded unless\n\nprotection is provided by location;\n\n26. Reverse-current protection shall be provided at storage\n\nbattery charging stations;\n\n27. All metal enclosing or encasing electrical circuits shall\n\nbe grounded or provided with equivalent protection. This\n\nrequirement does not apply to battery-operated equipment;\n\n28. Metal fencing and metal buildings enclosing transformers\n\nand switch gear shall be grounded;\n\n29. Frame grounding or equivalent protection shall be provided\n\nfor mobile equipment powered through trailing cables;\n\n30. Continuity and resistance of grounding systems shall be\n\ntested immediately after installation;\n\n31. Electric equipment and wiring shall be inspected by a\n\ncertified person as often as necessary to assure safe operating\n\nconditions;\n\n32. When a potentially dangerous condition is found it shall\n\nbe corrected before equipment or wiring is energized;\n\n33. Inspection and cover plates on electrical equipment shall\n\nbe kept in place at all times except during testing or repairs;\n\n34. Circuits shall be de-energized before fuses are removed or\n\nreplaced;\n\n35. Fuse tongs or hot line tools shall be used when fuses are\n\nremoved or replaced in medium or high voltage circuits;\n\n36. Trailing cables shall be clamped to machines in a manner\n\nto protect the cables from damage and to prevent strain on the\n\nelectrical connections;\n\n37. Surplus trailing cables to shovels, cranes and similar\n\nequipment shall be stored in cable boots or on reels mounted on the\n\nequipment or otherwise protected from mechanical damage;\n\n38. Operating controls shall be installed so that they can be\n\noperated without danger of contact with energized conductors;\n\n39. Equipment with booms or masts which are not properly\n\nprotected shall not be operated where the booms or masts can come\n\nwithin ten (10) feet of an energized overhead power line;\n\n40. Overhead high potential power lines shall be installed as\n\nspecified by the National Electrical Safety Code;\n\n41. When equipment must be moved under energized power lines\n\nand the clearance is less than ten (10) feet, the power lines shall\n\nbe de-energized or other precautions shall be taken;\n\n42. Guy wires from poles supporting high voltage transmission\n\nlines shall be securely connected to the system ground or be\n\nprovided with insulators installed near the pole end;\n\n43. Telegraph, telephone or signal wires shall not be\n\ninstalled on the same crossarm with power conductors. When carried\n\non poles supporting power lines, they shall be installed as\n\nspecified by the National Electrical Safety Code;\n\n44. Transformers shall be totally enclosed or shall be placed\n\nat least fifteen (15) feet above the ground, twenty (20) feet above\n\ndriveways and haulage ways, or installed in a transformer house, or\n\nsurrounded by a subtantial fence at least six (6) feet high and at\n\nleast three (3) feet from any energized parts, casings or wiring;\n\n45. Transformer enclosures shall be kept locked against\n\nunauthorized entry; and\n\n46.
