A vehicle is any device in, upon or by which any person or\n\nproperty is or may be transported or drawn upon a highway, excepting\n\ndevices used exclusively upon stationary rails or tracks.\n\nB. As used in this title, the term \"vehicle\" shall not include:\n\n1. Implements of husbandry, as defined in Section 1-125 of this\n\ntitle;\n\n2. Electric personal assistive mobility devices, as defined in\n\nSection 1-114A of this title; or\n\n3.
