Stat. tit. 47, § 47-1071","heading":"Definitions","body":"As used in the Oklahoma Courier Application Services Act:\n\nA. \"Digital network\" means any online-enabled application,\n\nsoftware, website or system offered or utilized by a courier\n\napplication service (CAS) that enables the prearrangement of courier\n\nservices with CAS drivers.\n\nB. \"Personal vehicle\" means a vehicle that is used by a CAS\n\ndriver in connection with providing courier services and is:\n\n1. Owned, leased or otherwise authorized for use by the CAS\n\ndriver; and\n\n2. Has an actual weight of less than eight thousand (8,000)\n\npounds; and\n\n3. Has no more than two axles or axle combination.\n\nC. \"Courier application services (CAS)\" means a business entity\n\noperating in Oklahoma that uses a digital network to connect\n\nbusiness entities including itself, its affiliates or people to CAS\n\ndrivers for the purpose of providing courier services on an on-\n\ndemand basis. Courier services are provided on an on-demand basis\n\nif the CAS drivers are free to accept or reject courier requests and\n\nthe CAS does not require the CAS driver to accept any specific\n\ndelivery request as a condition of maintaining access to the CAS\n\ndigital network. A CAS does not provide other for-hire motor\n\ncarrier services. A CAS shall not be deemed to control, direct or\n\nmanage the personal vehicles or participating drivers that connect\n\nto its digital network, except where agreed to by written contract.\n\nD. \"Courier application service driver (CAS driver)\" means an\n\nindividual who uses a personal vehicle to provide courier services\n\nfor business or people upon connection through a digital network\n\ncontrolled by a CAS in return for compensation or payment of a fee.\n\nE. \"Courier service\" means the for-hire transportation of\n\nproperty in a personal vehicle, with each individual piece of\n\nproperty weighing less than one hundred (100) pounds, beginning\n\neither when:\n\n1. A CAS driver accepts a courier request through a digital\n\nnetwork controlled by a CAS; or\n\n2. If a CAS driver accepts such courier request for delivery\n\nduring a fixed block of time, when the CAS driver picks up the\n\nproperty for delivery.\n\nThe courier service continues while the CAS driver is actively\n\ntransporting the requested property to the recipient and ends when\n\nthe property has been delivered.
