Stat. tit. 47, § 47-11-1117","heading":"All-terrain vehicle passenger restrictions - Penalties","body":"and enforcement - Liability of parents or vehicle owners -\n\nApplicability.\n\nA. It shall be unlawful for a person less than eighteen (18)\n\nyears of age to operate or to be carried as a passenger upon an all-\n\nterrain vehicle unless the person wears a crash helmet of a type\n\nwhich complies with standards established by 49 C.F.R., Section\n\n571.218.\n\nB. It shall be unlawful for the operator of an all-terrain\n\nvehicle to carry a passenger unless that all-terrain vehicle has\n\nbeen specifically designed by the manufacturer to carry passengers\n\nin addition to the operator.\n\nC. Fine and court costs for violating the provisions of this\n\nsection shall not exceed Twenty-five Dollars ($25.00). Any peace\n\nofficer of this state including, but not limited to, park rangers,\n\nis authorized to enforce the provisions of this section. All monies\n\ncollected pursuant to a citation for a violation of this section\n\nshall be deposited in the Oklahoma Tourism and Recreation Department\n\nRevolving Fund for credit to the cost center of the state park or\n\npublic recreation area where such citation was issued.\n\nD. Any parent, legal guardian or person having actual\n\nresponsibility for a person under eighteen (18) years of age, or who\n\nis the owner of the all-terrain vehicle operated by a person under\n\neighteen (18) years of age, who knows, or should have known, that\n\nthe person operating the all-terrain vehicle is not in compliance\n\nwith the provisions of this section, shall be punishable according\n\nto the provisions of subsection C of this section.\n\nE. As used in this section, “all-terrain vehicle” means a\n\nvehicle manufactured and used exclusively for off-highway use,\n\ntraveling on four or more non-highway tires, having a seat designed\n\nto be straddled by the operator, and which is steered by the use of\n\nhandlebars.\n\nF. “Recreational off-highway vehicle” means a vehicle\n\nmanufactured and used exclusively for off-highway use, traveling on\n\nfour or more non-highway tires, having non-straddle seating and\n\nwhich is steered by a steering wheel.\n\nG. The provisions of this section shall apply only to persons\n\noperating all-terrain vehicles on public lands.\n\nH.
