Stat. tit. 47, § 47-11-803","heading":"When local authorities may and shall alter maximum","body":"limits.\n\nA. Whenever local authorities in their respective jurisdictions\n\ndetermine on the basis of an engineering and traffic investigation\n\nthat the maximum speed permitted under this article is greater or\n\nless than is reasonable and safe under the conditions found to exist\n\nupon a highway or part of a highway, the local authority may\n\ndetermine and declare a reasonable and safe maximum limit thereon\n\nwhich:\n\n1. Decreases the limit at intersections;\n\n2. Increases the limit within an urban district, but not to\n\nmore than sixty-five (65) miles per hour; or\n\n3. Decreases the limit outside an urban district, but not to\n\nless than thirty (30) miles per hour.\n\nB. Local authorities in their respective jurisdictions shall\n\ndetermine by an engineering and traffic investigation the proper\n\nmaximum speed for all arterial streets and shall declare a\n\nreasonable and safe maximum limit thereon which may be greater or\n\nless than the maximum speed permitted under Section 1-101 et seq. of\n\nthis title for an urban district.\n\nC. Any altered limit established as hereinabove authorized\n\nshall be effective at all times or during hours of darkness or at\n\nother times as may be determined when appropriate signs giving\n\nnotice thereof are erected upon such street or highway.\n\nD. As to streets and highways within the corporate limits which\n\nare maintained by the Department of Transportation, local\n\nauthorities shall have joint authority with the Transportation\n\nCommission to establish or alter speed limits; provided, however,\n\nthe speed limit on an interstate highway within such corporate\n\nlimits shall not be decreased to less than sixty (60) miles per\n\nhour; and provided further, that no local authority shall impose\n\nspeed limits on any such street or highway substantially lower than\n\nthose justified by the highway design, capacity, and traffic volume\n\nas determined by engineering studies.\n\nE.
