Twenty-three Dollars ($23.00) of the fee authorized by\n\nSection 1135.5 of this title for university or college supporter\n\nlicense plates which are received each year by Service Oklahoma or\n\nits licensed operators shall be apportioned as follows:\n\n1. Twenty Dollars ($20.00) of the fee for each license plate\n\ndesignating a particular state university or college shall be\n\napportioned to the particular state university or college so\n\ndesignated on the license plate. Twenty Dollars ($20.00) of the fee\n\nfor each license plate designating a particular private university\n\nor college shall be apportioned to the particular private university\n\nor college so designated on the license plate and may be used by the\n\nprivate university or college as compensation for use of the\n\nsymbols, words, or letters authorized by the private university or\n\ncollege for use on the license plate; and\n\n2. Three Dollars ($3.00) shall be deposited to the Adaptive\n\nGrant Program for Oklahomans with Intellectual Disabilities\n\nRevolving Fund created by this section to be used for educational\n\npurposes.\n\nB. There is hereby created in the State Treasury a revolving\n\nfund for the Department of Human Services to be designated the\n\n“Adaptive Grant Program for Oklahomans with Intellectual\n\nDisabilities Revolving Fund”. The fund shall be a continuing fund,\n\nnot subject to fiscal year limitations, and shall consist of all\n\nfunds deposited therein pursuant to the provisions of paragraph 2 of\n\nsubsection A of this section. All monies accruing to the credit of\n\nthe fund are hereby appropriated and may be budgeted and expended by\n\nthe Department of Human Services for the administration of the\n\nAdaptive Grant Program for Oklahomans with Intellectual\n\nDisabilities.\n\nC. The Director of the Department of Human Services is hereby\n\ndirected to promulgate rules to create the Adaptive Grant Program\n\nfor Oklahomans with Intellectual Disabilities Program to provide\n\nfinancial assistance in adaptation of furnishings, fixtures,\n\nvehicles, equipment or structures in order to meet any special needs\n\nof Oklahomans with intellectual disabilities; provided, recipients\n\nof grants awarded pursuant to the program shall be limited to those\n\nprograms, projects or persons not otherwise qualifying for state or\n\nfederal funding. The Department of Human Services is authorized to\n\ncontract with a statewide private, nonprofit foundation certified to\n\nbe a 501(c)(3) organization by the Internal Revenue Service for\n\nadministration of the program.\n\nD. The Director of Human Services shall prepare an annual\n\nreport on the Program.
