Twenty Dollars ($20.00) of the fee authorized by Section\n\n1135.5 of this title for Buffalo Soldier license plates shall be\n\ndeposited by Service Oklahoma to the Buffalo Soldier License Plate\n\nRevolving Fund created in subsection B of this section.\n\nB. There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Department of Veterans Affairs to be\n\ndesignated the “Buffalo Soldier License Plate Revolving Fund”. The\n\nfund shall be a continuing fund, not subject to fiscal year\n\nlimitations, and shall consist of all monies received by the\n\nOklahoma Department of Veterans Affairs pursuant to subsection A of\n\nthis section. All monies accruing to the credit of such fund are\n\nhereby appropriated and may be budgeted and expended by the Oklahoma\n\nDepartment of Veterans Affairs for the purpose of providing grants\n\nto nonprofit organizations exempt from taxation pursuant to the\n\nprovisions of the Internal Revenue Code, 26 U.S.C., Section\n\n501(c)(3), whose primary purpose is to establish and maintain a\n\nplaza in this state as a lasting tribute and memorial to the\n\nAfrican-American members of the 9th and 10th Horse Cavalry and to\n\ninterface with regional museums and sites to gather and share\n\nhistorical and artistic data to honor those soldiers.
