If Service Oklahoma determines at any time that an\n\napplicant for a certificate of title of a vehicle is not entitled\n\nthereto, it may refuse to issue such certificate or to register such\n\nvehicle.\n\n2. a. If Service Oklahoma determines that a previously\n\nissued certificate of title or registration was issued\n\nin contradiction of any statutory requirement or that\n\nthe applicant was not entitled to such certificate or\n\nregistration, it may revoke such certificate of title\n\nor registration by sending a notice of revocation\n\nhearing. Said notice shall be mailed to the last\n\nknown address reflected on the motor vehicle records\n\nof Service Oklahoma and must be mailed at least ten\n\n(10) days prior to the revocation hearing date with a\n\ncertificate of mailing stating the date it was mailed\n\nby Service Oklahoma. Such certificate of mailing\n\nshall be presumed to demonstrate compliance with the\n\nnotice requirement in this section.\n\nb. Any person or entity to whom notice was sent pursuant\n\nto this section who fails to appear at such hearing\n\nmay be found in default and subject to revocation of a\n\ncertificate of title or registration without further\n\nnotice or process.\n\nc. The hearing shall be subject to the hearing\n\nrequirements in Article II of the Administrative\n\nProcedures Act, Section 308a et seq. of Title 75 of\n\nthe Oklahoma Statutes.\n\nd. Service Oklahoma may promulgate administrative code\n\nrules describing the hearing process.\n\nB. 1. Service Oklahoma may refuse registration and issuance of\n\na certificate of title of a commercial motor vehicle, or any\n\ntransfer of title and registration of a commercial motor vehicle, to\n\na commercial motor carrier whose ability to operate has been\n\nterminated or denied by a federal agency.\n\n2. Service Oklahoma may revoke the registration, certificate of\n\ntitle, and license plate of a commercial motor vehicle if the\n\nvehicle has been assigned to be operated by a commercial motor\n\ncarrier whose ability to operate has been terminated or denied by a\n\nfederal agency.\n\nC.
