A vehicle having a gross vehicle weight rating of more than\n\nsixteen thousand (16,000) pounds;\n\n2. A vehicle that is not self-propelled;\n\n3. A vehicle that was manufactured in or before the 2010 model\n\nyear;\n\n4. A vehicle manufactured in or after the 2011 model year that\n\nis transferred at least twenty (20) years after January 1 of the\n\ncalendar year corresponding to its designated model year;\n\n5. A vehicle sold directly by the manufacturer to any agency of\n\nthe United States in conformity with contractual specifications;\n\n6. An all-terrain vehicle;\n\n7. A motorcycle used exclusively off-road;\n\n8. A new motor vehicle prior to its transfer to the first\n\nretail purchaser; or\n\n9.
