Upon the transfer of a vehicle, the transferor may file a\n\nwritten notice of transfer with Service Oklahoma or a licensed\n\noperator. On receipt of a written notice of transfer, Service\n\nOklahoma shall indicate the transfer on the vehicle records\n\nmaintained by Service Oklahoma. The written notice of transfer\n\nshall contain the following information:\n\n1. The vehicle identification number of the vehicle;\n\n2. The number of the license plate issued to the vehicle, if\n\nany;\n\n3. The full name and address of the transferor;\n\n4. The full name and address of the transferee;\n\n5. The date the transferor delivered possession of the vehicle\n\nto the transferee; and\n\n6. The signature of the transferor.\n\nB. There shall be assessed a fee of Ten Dollars ($10.00) when\n\nfiling the notice of transfer. Seven Dollars ($7.00) of the fee\n\nshall be retained by the licensed operator. Three Dollars ($3.00)\n\nof the fee shall be apportioned to the Service Oklahoma\n\nReimbursement Fund.\n\nC. After the date of the transfer of the vehicle as shown on\n\nthe records of Service Oklahoma, the transferee of the vehicle shown\n\non the records is rebuttably presumed to be:\n\n1. The owner of the vehicle; and\n\n2. Subject to civil and criminal liability arising out of the\n\nuse, operation, or abandonment of a vehicle, to the extent that\n\nownership of the vehicle subjects the owner of the vehicle to civil\n\nor criminal liability pursuant to law.\n\nD.
