The license plate and certificate of registration shall be\n\nissued to, and remain in the name of, the owner of the vehicle\n\nregistered and the license plates shall not be transferable between\n\nmotor vehicle owners. When a vehicle is sold or transferred in the\n\nstate, the following registration procedures shall apply:\n\n1. When a current and valid Oklahoma motor vehicle license\n\nplate has been obtained for use on a motor vehicle and the vehicle\n\nhas been sold or otherwise transferred to a new owner, the license\n\nplate shall be removed from the vehicle and retained by the original\n\nplate owner;\n\n2. In the event an owner purchases, trades, exchanges, or\n\notherwise acquires another vehicle of the same license registration\n\nclassification, Service Oklahoma shall authorize the transfer of the\n\ncurrent and valid license plate previously obtained by the owner to\n\nthe replacement vehicle for the remainder of the current\n\nregistration period. In the event the owner acquires a vehicle\n\nrequiring payment of additional registration fees, the owner shall\n\nrequest a transfer of the license plate to the newly acquired\n\nvehicle and pay the difference in registration fees. The fee shall\n\nbe calculated on a monthly prorated basis. The owner shall not be\n\nentitled to a refund:\n\na. when the registration fee for the vehicle to which the\n\nplate(s) is to be assigned is less than the\n\nregistration fee for that vehicle to which the license\n\nplate(s) was last assigned, or\n\nb. if the owner does not have or does not acquire another\n\nvehicle to which the license plate may be transferred;\n\n3. Except as provided in paragraph 4 of this subsection, in the\n\nevent the owner of a license plate or a dealer seller purchases,\n\ntrades, exchanges, or otherwise acquires a vehicle for which a\n\nlicense plate has been issued during the current registration\n\nperiod, and the license plate has not been removed by the previous\n\nowner in accordance with this section, the new owner of the vehicle\n\nshall remove and destroy or otherwise discard the license plate.\n\nHowever, if the license plate has expired, the new owner shall not\n\nbe required to destroy or otherwise discard the license plate;\n\n4. When a lender or lender’s agent repossesses a vehicle and\n\nthe license plate has not been removed in accordance with this\n\nsection, the lender or lender’s agent shall not be subject to the\n\nprovisions of this section and the license plate shall be considered\n\nremovable personal property and may be reclaimed from the\n\nrepossessed vehicle;\n\n5. If a person purchases a motor vehicle from which the number\n\nplates have been removed pursuant to this section, the person may\n\noperate the motor vehicle for five (5) calendar days from the date\n\nof purchase without number plates if a dated, notarized bill of sale\n\nis carried in the motor vehicle. If the vehicle is subject to a\n\nlien, the person may obtain a ten-day temporary plate issued either\n\nfrom the dealer seller or by a licensed operator pursuant to the\n\npromulgation of rules by Service Oklahoma; and\n\n6. a. Within two (2) business days of the date of sale or\n\ntransfer of the motor vehicle, either the seller or\n\nthe purchaser of the motor vehicle shall complete the\n\npre-registration of the vehicle by submitting\n\ndocumentation to Service Oklahoma or a licensed\n\noperator identifying the motor vehicle subject to the\n\nsale or transfer, purchaser information, and any\n\nassociated state-issued license plate on the vehicle.\n\nPre-registration may be accomplished either in person\n\nat Service Oklahoma or a licensed operator location or\n\nby means of an electronic transaction or online system\n\nestablished by Service Oklahoma in accordance with\n\nSection 1132B of this title. Service Oklahoma or the\n\nlicensed operator shall:\n\n(1) provide information and instructions to the\n\npurchaser to complete the registration\n\ntransaction as required by the Oklahoma Vehicle\n\nLicense and Registration Act,\nOklahoma or a licensed operator location or\n\nby means of an electronic transaction or online system\n\nestablished by Service Oklahoma in accordance with\n\nSection 1132B of this title. Service Oklahoma or the\n\nlicensed operator shall:\n\n(1) provide information and instructions to the\n\npurchaser to complete the registration\n\ntransaction as required by the Oklahoma Vehicle\n\nLicense and Registration Act,\n\n(2) if no license plate was transferred to the motor\n\nvehicle as a result of the purchase or transfer,\n\nissue a license plate with a temporary decal to\n\nthe purchaser, and\n\n(3) if there was an existing license plate\n\ntransferred to the motor vehicle, issue a\n\ntemporary decal to the existing license plate,\n\nand\n\nb. upon the effective date of this act, Service Oklahoma\n\nis authorized to set the licensed operator\n\ncompensation pursuant to Section 3-103 of this title\n\nfor processing the documentation submitted and issuing\n\nthe license plate and/or decal pursuant to this\n\nsubsection.\n\nB. 1. The new owner of a motor vehicle shall, within two (2)\n\nmonths from the date of vehicle purchase or acquisition, make\n\napplication to record the registration of the vehicle with Service\n\nOklahoma or the licensed operator and shall pay all taxes and fees\n\nprovided by law.\n\n2. Any person failing to register a motor vehicle by timely\n\ntransferring the license plate as provided by this section shall pay\n\nthe penalty levied in Section 1132 of this title.\n\nC. A surviving spouse, desiring to operate a vehicle devolving\n\nfrom a deceased spouse, shall present an application for certificate\n\nof title to Service Oklahoma or the licensed operator in his or her\n\nname within two (2) months of obtaining ownership. Service Oklahoma\n\nor the licensed operator shall then transfer the license plate to\n\nthe surviving spouse.\n\nD. Service Oklahoma shall be authorized to promulgate such\n\nrules as may be required to implement the license plate transfers\n\nauthorized by this section including, but not limited to, such rules\n\nas may be required for a system under which the license plate is\n\nregistered to an individual and not a vehicle for all license plates\n\nissued on or after July 1, 2019.\n\nE. Service Oklahoma, the Oklahoma Motor Vehicle Commission and\n\nthe Oklahoma Used Motor Vehicle, Dismantler, and Manufactured\n\nHousing Commission are authorized to enter into contracts and\n\nagreements for the implementation of an electronic system to\n\nfacilitate the entry of required vehicle purchaser information on\n\nnew and used vehicle purchases and the issuance of temporary license\n\nplates. Service Oklahoma and the Oklahoma Turnpike Authority are\n\nauthorized to enter into contracts and agreements to facilitate the\n\nOklahoma Turnpike Authority's access to an owner's vehicle\n\nregistration information used by the Oklahoma Turnpike Authority to\n\ncharge and collect tolls from owners of vehicles imaged using the\n\nturnpike system, and to charge the Oklahoma Turnpike Authority for\n\nservices in connection with the Oklahoma Turnpike Authority's need\n\nto access owner registration information at such rates and\n\nmiscellaneous costs as may be agreed to by Service Oklahoma and the\n\nOklahoma Turnpike Authority. Service Oklahoma, in cooperation with\n\nthe Oklahoma Turnpike Authority as provided in this subsection, and\n\nappropriate state agencies, commissions, and other organizations, is\n\ndirected to develop, promote, and coordinate a public awareness\n\nprogram to be utilized in making Oklahomans aware of the\n\nrequirements of this section.","path":["OK Code","Title 47"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os47.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"13e6ad856a324d2ab83f30c6d7f64d16f3cad39f0dfe8c1c9c95b67ea846f7f8","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-47-47-1112.1a","next":"us-ok/okla.-stat.-tit.-47-47-1112.3"},"notice":"GroundRules: Original legal text.
