Service Oklahoma shall initiate the reissue of the official\n\nvehicle license plates and substitute therefor a new license plate\n\ndesigned by the Oklahoma Tourism and Recreation Department with the\n\napproval of the Department of Public Safety.\n\nB. 1. In addition to all other vehicle registration fees\n\nspecified by law, beginning July 1, 2016, there is levied and there\n\nshall be paid to the Oklahoma Tax Commission a fee of Five Dollars\n\n($5.00) upon every vehicle to be registered.\n\n2. Beginning July 1, 2017, all monies collected under the\n\nprovisions of this subsection shall be deposited by Service Oklahoma\n\nto the credit of the State Public Safety Fund created in Section 2-\n\n147 of this title.\n\nC. In addition to the monies apportioned by Section 1104 of\n\nthis title, the following amounts of monies shall be placed to the\n\ncredit of Service Oklahoma Fund for the purpose of conducting a new\n\ngeneral issue of license plates commencing January 1, 2017:\n\n1. For the fiscal year beginning July 1, 2016, and ending June\n\n30, 2017, the first One Million Eight Hundred Thousand Dollars\n\n($1,800,000.00) collected or received by Service Oklahoma pursuant\n\nto the registration of vehicles as provided by the Oklahoma Vehicle\n\nLicense and Registration Act; and\n\n2. For the fiscal year beginning July 1, 2017, and ending June\n\n30, 2018, the first Two Million Dollars ($2,000,000.00) collected or\n\nreceived by Service Oklahoma pursuant to the registration of\n\nvehicles as provided by the Oklahoma Vehicle License and\n\nRegistration Act.\n\nD. Subject to the Service Oklahoma Fund receiving credit for\n\nthe funds referenced in subsection C of this section, the Executive\n\nDirector shall devise a numbering system suitable for a new general\n\nissue of license plates commencing January 1, 2017. Unless\n\notherwise provided by the Oklahoma Vehicle License and Registration\n\nAct, new license plates will be issued to all registrants applying\n\nfor an original or renewal registration on or after January 1, 2017,\n\nand will continue until all previously issued license plates have\n\nbeen replaced. Upon receipt of the new general issue license plate,\n\nregistrants shall replace any previously issued Oklahoma general\n\nissue license plate currently displayed on their vehicle.\n\nE. Service Oklahoma shall have the authority to promulgate any\n\nrules necessary to implement such a new general issue.\n\nF. Except for vehicles registered pursuant to the provisions of\n\nSection 1120 of this title and certain official special license\n\nplates, the new license plate design provided for in subsection A of\n\nthis section shall be a part of all license plates issued on or\n\nafter January 1, 2017. Service Oklahoma may establish procedures\n\nfor the purpose of allowing current registrants to reserve their\n\npresent general issue or personalized license plate numbers for a\n\nfee of Fifteen Dollars ($15.00), provided payment of the fees is\n\nreceived by Service Oklahoma on or before November 1, 2016. The\n\nfees shall be deposited into the Service Oklahoma Reimbursement Fund\n\nfor the purpose of conducting the new general issue of license\n\nplates.\n\nG. The license plates shall be issued with identification\n\nnumbers and letters in a color that provides a distinct contrast\n\nwith a light-colored background in the plate identification area.\n\nAll license plates and decals shall be made with reflectorized\n\nmaterial as a background to the letters, numbers and characters\n\ndisplayed thereon. The reflectorized material shall be of such a\n\nnature as to provide effective and dependable brightness during the\n\nservice period for which the license plate or decal is issued.\n\nH. In furtherance of the public safety of Oklahoma drivers, the\n\nDepartment of Public Safety may request that Service Oklahoma\n\ninitiate subsequent reissues of the official vehicle license plate.\n\nProvided however, such request shall not occur more frequently than\na\n\nnature as to provide effective and dependable brightness during the\n\nservice period for which the license plate or decal is issued.\n\nH. In furtherance of the public safety of Oklahoma drivers, the\n\nDepartment of Public Safety may request that Service Oklahoma\n\ninitiate subsequent reissues of the official vehicle license plate.\n\nProvided however, such request shall not occur more frequently than\n\nfive (5) years following the most recent reissue.
