Except for all-terrain vehicles, utility vehicles and\n\nmotorcycles used exclusively off roads and highways, upon the filing\n\nof a registration application and the payment of the fees provided\n\nfor in the Oklahoma Vehicle License and Registration Act, Service\n\nOklahoma or the Corporation Commission, as applicable, shall assign\n\nto the vehicle described in the application a distinctive number,\n\nand issue to the owner of the vehicle a certificate of registration,\n\none license plate and a yearly decal. Service Oklahoma shall assign\n\nan all-terrain vehicle, utility vehicle or motorcycle used\n\nexclusively off roads and highways a distinctive number and issue to\n\nthe owner a certificate of registration and a decal but not a\n\nlicense plate. For each subsequent registration year, Service\n\nOklahoma shall issue a yearly decal to be affixed to the license\n\nplate, except for an all-terrain vehicle, utility vehicle or\n\nmotorcycle used exclusively off roads and highways. The initial\n\ndecal for an all-terrain vehicle, utility vehicle or motorcycle\n\nshall be attached to the front of the vehicle and shall be in clear\n\nview. The decal shall be on the front or on the front fork of the\n\nmotorcycle used exclusively off roads and highways and the decal\n\nshall be in clear view. The yearly decal shall have an\n\nidentification number and the last two numbers of the registration\n\nyear for which it shall expire. Except as provided by Section 1113A\n\nof this title, the license plate shall be affixed to the exterior of\n\nthe vehicle until a replacement license plate is applied for. If\n\nthe owner applies for a replacement license plate, Service Oklahoma\n\nshall charge the fee provided for in Section 1114 of this title.\n\nThe yearly decal will validate the license plate for each\n\nregistration period other than the year the license plate is issued.\n\nThe license plate and decal shall be of such size, color, design and\n\nnumbering as Service Oklahoma may direct. However, yearly decals\n\nissued to the owner of a vehicle who has filed an affidavit with the\n\nappropriate licensed operator in accordance with Section 7-607 of\n\nthis title shall be a separate and distinct color from all other\n\ndecals issued under this section. Before the effective date of this\n\nact, Service Oklahoma shall also issue a monthly decal which shall\n\ninclude a two-letter abbreviation corresponding to the county in\n\nwhich the vehicle is registered. Service Oklahoma shall issue all\n\ndecals in the possession of Service Oklahoma on the effective date\n\nof this act before issuing any decals which do not contain the\n\ncounty abbreviation.\n\n2. a. The operation of a street-legal utility vehicle on the\n\nstreets and highways of this state requires the\n\nvehicle be issued a certificate of registration and\n\nlicense plate to be renewed annually. Upon the filing\n\nof a registration application and the payment of the\n\nfees provided for in the Oklahoma Vehicle License and\n\nRegistration Act, Service Oklahoma or the Corporation\n\nCommission, as applicable, shall assign to the vehicle\n\ndescribed in the application a distinctive number, and\n\nissue to the owner of the vehicle a certificate of\n\nregistration, one license plate and a yearly decal.\n\nFor each subsequent registration year, Service\n\nOklahoma shall issue a yearly decal to be affixed to\n\nthe license plate. The initial decal for a street-\n\nlegal utility vehicle shall be attached to the front\n\nof the vehicle and shall be in clear view. The yearly\n\ndecal shall have an identification number and the last\n\ntwo numbers of the registration year for which it\n\nshall expire. The yearly\n\ndecal shall have an identification number and the last\n\ntwo numbers of the registration year for which it\n\nshall expire. Except as provided by Section 1113A of\n\nthis title, the license plate shall be affixed to the\n\nexterior of the vehicle until a replacement license\n\nplate is issued. If the owner applies for a\n\nreplacement license plate, Service Oklahoma shall\n\ncharge the fee provided for in Section 1114 of this\n\ntitle. The yearly decal will validate the license\n\nplate for each registration period other than the year\n\nthe license plate is issued. The license plate and\n\ndecal shall be of such size, color, design and\n\nnumbering as Service Oklahoma may direct. However,\n\nyearly decals issued to the owner of a vehicle who has\n\nfiled an affidavit with the appropriate licensed\n\noperator in accordance with Section 7-607 of this\n\ntitle shall be a separate and distinct color from all\n\nother decals issued under this section.\n\nb. Service Oklahoma shall design and issue a temporary\n\ntag to out-of-state owners of street-legal utility\n\nvehicles. The temporary tag shall be recognized in\n\nlieu of registration in this state. The temporary tag\n\nshall clearly indicate the date of issuance and the\n\ndate of expiration, which shall be five (5) days,\n\nincluding the day of issuance. Upon application for a\n\ntemporary tag, the out-of-state owner shall show proof\n\nof insurance coverage that satisfies the requirements\n\nof the Compulsory Insurance Law pursuant Section 7-600\n\net seq. of this title. Service Oklahoma is authorized\n\nto promulgate rules and procedures to implement the\n\nprovisions of this paragraph.\n\n3. a. The operation of a military surplus vehicle, as\n\ndefined by Section 1-133.1a of this title, on the\n\nstreets and highways of this state requires that the\n\nvehicle be issued a certificate of registration and\n\nlicense plate to be renewed annually. Upon the filing\n\nof a registration application and the payment of the\n\nfees provided for in the Oklahoma Vehicle License and\n\nRegistration Act, Service Oklahoma or the Corporation\n\nCommission, as applicable, shall design and assign\n\nlicense plates of a distinctive design in lieu of the\n\nusual license plates that shall show, in addition to\n\nthe identification number, that the vehicle meets the\n\nqualifications of a military surplus vehicle, as the\n\ncase may be, owned by an Oklahoma military surplus\n\nvehicle collector. The registration shall be valid\n\nfor one (1) year and may be renewed by payment of such\n\nannual fee. The yearly decal shall have an\n\nidentification number and the last two numbers of the\n\nregistration year for which it shall expire. Except\n\nas provided by Section 1113A of this title, the\n\nlicense plate shall be affixed to the exterior of the\n\nvehicle until a replacement license plate is issued.\n\nIf the owner applies for a replacement license plate,\n\nService Oklahoma shall charge the fee provided for in\n\nSection 1114 of this title. Each military surplus vehicle collector, as defined by\n\nSection 1-133.1b of this title, who applies for\n\nmilitary surplus vehicle license plates will be issued\n\na military surplus collector’s identification number\n\nthat will appear on each license plate. Second and\n\nall subsequent registrations under this section by the\nrate and\n\ndistinct color from all other decals issued under this\n\nsection.\n\nb. Each military surplus vehicle collector, as defined by\n\nSection 1-133.1b of this title, who applies for\n\nmilitary surplus vehicle license plates will be issued\n\na military surplus collector’s identification number\n\nthat will appear on each license plate. Second and\n\nall subsequent registrations under this section by the\n\nsame collector will bear the same collector’s\n\nidentification number followed by a suffix letter for\n\nvehicle identification.\n\nc. A military surplus vehicle collector must own and have\n\nregistered one or more vehicles with regular Oklahoma\n\nlicense plates that are used for regular\n\ntransportation.\n\nd. There shall be a one-time processing fee of Twenty\n\nDollars ($20.00) to defray the cost of issuing the\n\noriginal military surplus vehicle collector’s military\n\nsurplus vehicle designation license plates to ensure\n\nthat each collector will be issued only one\n\ncollector’s identification number.\n\n4. The license plate shall be securely attached to the rear of\n\nthe vehicle, except truck-tractor plates which shall be attached to\n\nthe front of the vehicle. Service Oklahoma may, with the\n\nconcurrence of the Department of Public Safety, by Joint Rule,\n\nchange and direct the manner, place and location of display of any\n\nvehicle license plate when such action is deemed in the public\n\ninterest. The license plate, decal and all letters and numbers\n\nshall be clearly visible at all times. The operation of a vehicle\n\nin this state, regardless of where such vehicle is registered, upon\n\nwhich the license plate is covered, overlaid or otherwise screened\n\nwith any material, whether such material be clear, translucent,\n\ntinted or opaque, shall be a violation of this paragraph.\n\n5. Upon payment of the annual registration fee provided in\n\nSection 1133 of this title, Service Oklahoma or the Corporation\n\nCommission, as applicable, or a licensed operator may issue a\n\npermanent nonexpiring license plate to an owner of one hundred or\n\nmore commercial motor vehicles and for vehicles registered under the\n\nprovisions of Section 1120 of this title. Upon payment of the\n\nannual registration fee, Service Oklahoma or the Corporation\n\nCommission shall issue a certificate of registration that shall be\n\ncarried at all times in the vehicle for which it is issued.\n\nProvided, if the registrant submits its application through\n\nelectronic means, such qualified owners of one hundred or more\n\ncommercial motor vehicles, properly registered pursuant to the\n\nprovisions of Section 1133 of this title, may elect to receive a\n\npermanent certificate of registration that shall be carried at all\n\ntimes in the vehicle for which it is issued.\n\n6. Every vehicle owned by an agency of this state shall be\n\nexempt from the payment of registration fees required by this title.\n\nProvided, such vehicle shall be registered and shall otherwise\n\ncomply with the provisions of the Oklahoma Vehicle License and\n\nRegistration Act.\n\nB. The license plates required under the provisions of this\n\ntitle shall conform to the requirements and specifications listed\n\nhereinafter:\n\n1. Each license plate shall have a space for the placement of\n\nthe yearly decals for each succeeding year of registration after the\n\ninitial issue;\n\n2. The provisions of the Oklahoma Vehicle License and\n\nRegistration Act regarding the issuance of yearly decals shall not\n\napply to the issuance of apportioned license plates, including\n\nlicense plates for state vehicles, and exempt plates for\n\ngovernmental entities and fire departments organized pursuant to\n\nSection 592 of Title 18 of the Oklahoma Statutes;\n\n3. All license plates and decals shall be made with\n\nreflectorized material as a background to the letters, numbers and\n\ncharacters displayed thereon. The reflectorized material shall be\n- Title 47. Motor Vehicles Page 1158\n\nlicense plates for state vehicles, and exempt plates for\n\ngovernmental entities and fire departments organized pursuant to\n\nSection 592 of Title 18 of the Oklahoma Statutes;\n\n3. All license plates and decals shall be made with\n\nreflectorized material as a background to the letters, numbers and\n\ncharacters displayed thereon. The reflectorized material shall be\n\nof such a nature as to provide effective and dependable brightness\n\nduring the service period for which the license plate or decal is\n\nissued;\n\n4. Except as otherwise provided in this subsection, Service\n\nOklahoma shall design appropriate official license plates for all\n\nstate vehicles. Such license plates shall be permanent in nature\n\nand designed in such manner as to remain with the vehicle for the\n\nduration of the vehicle’s life span or until the title is\n\ntransferred to a nongovernmental owner;\n\n5. Within the limits prescribed in this section, Service\n\nOklahoma shall design appropriate official license plates for\n\nvehicles of the Oklahoma Highway Patrol. The license plates shall\n\nhave the legend “Oklahoma OK” and shall contain the letters “OHP”\n\nfollowed by the state seal and the badge number of the Highway\n\nPatrol officer to whom the vehicle is assigned. The words “Oklahoma\n\nHighway Patrol” shall also be included on such license plates;\n\n6. Within the limits prescribed in this section, Service\n\nOklahoma shall design appropriate official license plates for\n\nvehicles of the Oklahoma Military Department. Such license plates\n\nshall have the legend “Oklahoma OK” and shall contain the letters\n\n“OMD” followed by the state seal and three numbers or letters as\n\ndesignated by the Adjutant General. The words “Oklahoma Military\n\nDepartment” shall also be included on such license plates;\n\n7. Within the limits prescribed in this section, Service\n\nOklahoma shall design appropriate official license plates for\n\nvehicles of the Oklahoma Department of Corrections. Such license\n\nplates shall contain the letters “DOC” followed by the Department of\n\nCorrections badge and three numbers or letters or combination of\n\nboth as designated by the Director of the agency. The words\n\n“Department of Corrections” shall also be included on such license\n\nplates; and\n\n8. Within the limits prescribed in this section, the Oklahoma\n\nTourism and Recreation Department shall design any license plates\n\nrequired by the initiation of a license plate reissuance by Service\n\nOklahoma at the request of the Department of Public Safety pursuant\n\nto the provisions of Section 1113.2 of this title. Any such new\n\ndesigns shall be submitted by the Oklahoma Tourism and Recreation\n\nDepartment to the Department of Public Safety for its approval prior\n\nto being issued by Service Oklahoma.\n\nC. Where the applicant has satisfactorily shown that the\n\napplicant owns the vehicle sought to be registered but is unable to\n\nproduce documentary evidence of the ownership, a license plate may\n\nbe issued upon approval by Service Oklahoma or the Corporation\n\nCommission, as applicable. In such instances the reason for not\n\nissuing a certificate of title shall be indicated on the receipt\n\ngiven to the applicant. It shall still be the duty of the applicant\n\nto immediately take all necessary steps to obtain the Oklahoma\n\ncertificate of title and it shall be unlawful for the applicant to\n\nsell the vehicle until the certificate has been obtained in the\n\napplicant’s name.\n\nD. The certificate of registration provided for in this section\n\nshall be in convenient form, and the certificate of registration, or\n\na certified copy or photostatic copy thereof, duly authenticated by\n\nService Oklahoma or the Corporation Commission, as applicable, shall\n\nbe carried at all times in or upon all vehicles so registered, in\n\nsuch manner as to permit a ready examination thereof upon demand by\n\nany peace officer of the state or duly authorized employee of the\nn convenient form, and the certificate of registration, or\n\na certified copy or photostatic copy thereof, duly authenticated by\n\nService Oklahoma or the Corporation Commission, as applicable, shall\n\nbe carried at all times in or upon all vehicles so registered, in\n\nsuch manner as to permit a ready examination thereof upon demand by\n\nany peace officer of the state or duly authorized employee of the\n\nDepartment of Public Safety. Any such officer or agent may seize\n\nand hold such vehicle when the operator of the same does not have\n\nthe registration certificate in the operator’s possession or when\n\nany such officer or agent determines that the registration\n\ncertificate has been obtained by misrepresentation of any essential\n\nor material fact or when any number or identifying information\n\nappearing on such certificate has been changed, altered, obliterated\n\nor concealed in any way, until the proper registration or\n\nidentification of such vehicle has been made or produced by the\n\nowner thereof.\n\nE. The purchaser of a new or used manufactured home shall,\n\nwithin thirty (30) days of the date of purchase, register the home\n\nwith Service Oklahoma or a licensed operator pursuant to the\n\nprovisions of Section 1117 of this title. For a new manufactured\n\nhome, it shall be the responsibility of the dealer selling the home\n\nto place a temporary license plate on the home in the same manner as\n\nprovided in Section 1128 of this title for other new motor vehicles.\n\nFor the first year that any manufactured home is registered in this\n\nstate, Service Oklahoma shall issue a metal license plate which\n\nshall be affixed to the manufactured home. The temporary dealer\n\nlicense plate or the metal license plate shall be displayed on the\n\nmanufactured home at all times when upon a public roadway; provided,\n\na repossession affidavit issued pursuant to Sections 1110 and 1126\n\nof this title shall be permissible in lieu of a current license\n\nplate and decal for the purposes of removing a repossessed\n\nmanufactured home to a secure location. Manufactured homes\n\npreviously registered and subject to ad valorem taxation as provided\n\nby law shall have a decal affixed at the time ad valorem taxes are\n\npaid for such manufactured home; provided, for a manufactured home\n\npermanently affixed to real estate, no decal or license plate shall\n\nbe required to be affixed and the owner thereof shall be given a\n\nreceipt upon payment of ad valorem taxes due on the home. Service\n\nOklahoma shall make sufficient plates and decals available to the\n\nvarious licensed operators of the state in order for an owner of a\n\nmanufactured home to acquire the plate or decal. A one-dollar fee\n\nshall be charged for issuance of any plate or decal. The fee shall\n\nbe apportioned each month to the General Revenue Fund of the State\n\nTreasury.\n\nF. The decal shall be easily visible for purposes of\n\nverification by a county assessor that the manufactured home is\n\nproperly assessed for ad valorem taxation. In the first year of\n\nregistration, a decal shall be issued for placement on the license\n\nplate indicating payment of applicable registration fees and excise\n\ntaxes. A duplicate manufactured home registration decal shall be\n\naffixed inside the window nearest the front door of the manufactured\n\nhome. In the second and all subsequent years for which the\n\nmanufactured home is subject to ad valorem taxation, an annual decal\n\nshall be affixed inside the window nearest the front door as\n\nevidence of payment of ad valorem taxes. Service Oklahoma shall\n\nissue decals to the various county treasurers of the state in order\n\nfor a manufactured home owner to obtain such decal each year. Upon\n\npresentation of a valid ad valorem tax receipt, the manufactured\n\nhome owner shall be issued the annual decal.\n\nG. Upon the registration of a manufactured home in this state\n\nfor the first time or upon discovery of a manufactured home\nxes. Service Oklahoma shall\n\nissue decals to the various county treasurers of the state in order\n\nfor a manufactured home owner to obtain such decal each year. Upon\n\npresentation of a valid ad valorem tax receipt, the manufactured\n\nhome owner shall be issued the annual decal.\n\nG. Upon the registration of a manufactured home in this state\n\nfor the first time or upon discovery of a manufactured home\n\npreviously registered within this state for which the information\n\nrequired by this subsection is not known, Service Oklahoma shall\n\nobtain:\n\n1. The name of the owner of the manufactured home;\n\n2. The serial number or identification number of the\n\nmanufactured home;\n\n3. A legal description or address of the location for the home;\n\n4. The actual retail selling price of the manufactured home\n\nexcluding Oklahoma taxes;\n\n5. The certificate of title number for the home; and\n\n6. Any other information which Service Oklahoma deems to be\n\nnecessary.\n\nThe application for registration shall also include the school\n\ndistrict in which the manufactured home is located or is to be\n\nlocated. The information shall be entered into a computer data\n\nsystem which shall be used by Service Oklahoma to provide\n\ninformation to county assessors upon request by the assessor.
