In addition to other vehicle registration fees specified by\n\nlaw, there is levied and there shall be paid to Service Oklahoma a\n\nfee of One Dollar ($1.00) upon every vehicle to be registered. The\n\nfee shall accrue and shall be collectible upon each vehicle under\n\nthe same circumstances and shall be payable in the same manner and\n\ntimes as apply to vehicle registrations under the provisions of the\n\nOklahoma Vehicle License and Registration Act; provided, the fee\n\nshall be paid in full for the then current year at the time any\n\nvehicle is first registered in a calendar year.\n\nB. Revenue from the fee levied in subsection A of this section\n\nshall be apportioned as follows:\n\n1. Fifty percent (50%) of the revenues shall be credited to the\n\nGeneral Revenue Fund in the State Treasury; and\n\n2. Fifty percent (50%) of the revenues shall be deposited to\n\nthe Oklahoma Law Enforcement Retirement Fund; provided, the first\n\nEight Hundred Fifty Thousand Dollars ($850,000.00) of the revenues\n\napportioned pursuant to the provisions of this paragraph each fiscal\n\nyear shall be deposited to the Department of Public Safety Patrol\n\nVehicle Revolving Fund created in Section 2-143 of this title for\n\nthe purpose of purchasing patrol vehicles and aircraft.\n\nC.
