No state agency, unless required under federal law, shall\n\nrequire any single or combination farm use vehicle included in this\n\nsection to participate in the United States Department of\n\nTransportation identification numbering system.\n\nB. For the purposes of this section, single or combination farm\n\nuse vehicle is a vehicle or vehicles with a gross combined weight\n\nrating of more than twenty-six thousand one (26,001) pounds if:\n\n1. It is entitled to be registered with a farm tag and has a\n\nfarm tag attached thereto;\n\n2. It is controlled and operated by a farmer or rancher, his or\n\nher family or employees;\n\n3. It is used to transport either agricultural products,\n\nlivestock, farm machinery, farm supplies or any combination of those\n\nmaterials to or from a farm;\n\n4. It is not used in the operations of a common or contract\n\nmotor carrier; and\n\n5.
