Service Oklahoma is hereby authorized to design and issue\n\nappropriate official special license plates to persons as provided\n\nby this section.\n\nSpecial license plates shall not be transferred to any other\n\nperson but shall be removed from the vehicle upon transfer of\n\nownership and retained. The special license plate may then be used\n\non another vehicle but only after such other vehicle has been\n\nregistered for the current year.\n\nExcept as provided in subsection B of this section, special\n\nlicense plates shall be renewed each year by Service Oklahoma or a\n\nlicensed operator. Service Oklahoma shall annually notify by mail\n\nall persons issued special license plates. The notice shall contain\n\nall necessary information and shall contain instructions for the\n\nrenewal procedure upon presentation to a licensed operator or\n\nService Oklahoma. The license plates shall be issued on a staggered\n\nsystem. The licensed operator fees shall be paid out of the\n\nOklahoma Tax Commission Reimbursement Fund. Beginning January 1,\n\n2023, the licensed operator fees shall be paid out of the Service\n\nOklahoma Reimbursement Fund.\n\nOn and after January 1, 2022, if a special license plate is\n\nissued pursuant to this section, except for Legislative License\n\nPlates issued pursuant to paragraph 30 of subsection B of Section\n\n1135.2 of this title, any registration fee required for such plate\n\npursuant to this section and the fee required pursuant to Section\n\n1132 of this title shall be remitted at the same time and subject to\n\na single registration period. Service Oklahoma shall determine, by\n\nrule, a method for making required fee and registration period\n\nadjustments if a special license plate is obtained during a twelve-\n\nmonth period for which a registration fee has already been remitted\n\npursuant to Section 1132 of this title. The combination of fees in\n\na single remittance shall not alter the apportionment otherwise\n\nprovided for in this section.\n\nOn and after January 1, 2022, if a physically disabled license\n\nplate is issued pursuant to paragraph 3 of subsection B of this\n\nsection, any registration fee required for such plate pursuant to\n\nthis section and the fee required pursuant to Section 1132 of this\n\ntitle shall be remitted at the same time and subject to a single\n\nregistration period. Service Oklahoma shall determine, by rule, a\n\nmethod for making required fee and registration period adjustments\n\nwhen a physically disabled license plate is obtained during a\n\ntwelve-month period for which a registration fee has already been\n\nremitted pursuant to Section 1132 of this title. The combination of\n\nfees in a single remittance shall not alter the apportionment\n\notherwise provided for in this section.\n\nB. The special license plates provided by this section are as\n\nfollows:\n\n1. Political Subdivision Plates - such plates shall be designed\n\nfor any vehicle owned by any political subdivision of this state\n\nhaving obtained a proper Oklahoma certificate of title. Such\n\npolitical subdivisions shall file an annual report with Service\n\nOklahoma stating the agency where such vehicle is located. Such\n\nlicense plates shall be permanent in nature and designed in such a\n\nmanner as to remain with the vehicle for the duration of the life\n\nspan of the vehicle or until the title is transferred to an owner\n\nwho is not a political subdivision.\n\nThe registration fee shall be Eight Dollars ($8.00) and shall be\n\nin addition to all other registration fees provided by law, except\n\nthe registration fees levied by Section 1132 of this title;\n\n2. Tax-Exempt or Nonprofit License Plates - such plates shall\n\nbe designed for:\n\na. any motor bus, manufactured home, or mobile chapel and\n\npower unit owned and operated by a religious\n\ncorporation or society of this state holding a valid\nht Dollars ($8.00) and shall be\n\nin addition to all other registration fees provided by law, except\n\nthe registration fees levied by Section 1132 of this title;\n\n2. Tax-Exempt or Nonprofit License Plates - such plates shall\n\nbe designed for:\n\na. any motor bus, manufactured home, or mobile chapel and\n\npower unit owned and operated by a religious\n\ncorporation or society of this state holding a valid\n\nexemption from taxation issued pursuant to Section\n\n501(a) of the Internal Revenue Code, 26 U.S.C.,\n\nSection 501(a), and listed as an exempt organization\n\nin Section 501(c)(3) of the Internal Revenue Code, as\n\namended, 26 U.S.C., Section 501(c)(3), and that is\n\nused by the corporation or society solely for the\n\nfurtherance of its religious functions,\n\nb. any vehicle owned and operated only by nonprofit\n\norganizations devoted exclusively to youth programs\n\nincluding, but not limited to, the Girl Scouts and Boy\n\nScouts of America,\n\nc. any vehicle, except passenger automobiles, owned or\n\noperated by nonprofit organizations actually involved\n\nin programs for the employment of the handicapped and\n\nused exclusively in the transportation of goods or\n\nmaterials for such organization,\n\nd. any vehicle owned and operated by a nonprofit\n\norganization that provides older persons\n\ntransportation to and from medical, dental and\n\nreligious services and relief from business and social\n\nisolation,\n\ne. any vehicle owned and operated by a private nonprofit\n\norganization that:\n\n(1) warehouses and distributes surplus foods to other\n\nnonprofit agencies and organizations, and\n\n(2) holds a valid exemption from taxation issued\n\npursuant to Section 501(c) of the Internal\n\nRevenue Code, as amended, 26 U.S.C., Section\n\n501(c), and listed as an exempt organization in\n\nSection 501(c)(3) of the Internal Revenue Code,\n\nas amended, and\n\n(3) uses such vehicle exclusively for the\n\ntransportation of such surplus foods,\n\nf. any vehicle which:\n\n(1) is owned and operated by a private, nonprofit\n\norganization which is exempt from taxation\n\npursuant to the provisions of Section 501(c)(3)\n\nof the Internal Revenue Code, 26 U.S.C., Section\n\n501(c)(3), and which is primarily funded by a\n\nfraternal or civic service organization with at\n\nleast one hundred local chapters or clubs, and\n\n(2) is designed and used to provide mobile health\n\nscreening services to the general public at no\n\ncost to the recipient, and for which no\n\nreimbursement of any kind is received from any\n\nhealth insurance provider, health maintenance\n\norganization or governmental program, or\n\ng. any vehicle owned and operated by the Civil Air\n\nPatrol, a congressionally chartered corporation that\n\nalso serves an auxiliary of the United States Air\n\nForce and which is exempt from taxation pursuant to\n\nthe provisions of Section 501(c)(3) of the Internal\n\nRevenue Code, 26 U.S.C., Section 501(c)(3), and is\n\nused exclusively for its corporate missions of\n\naerospace education, cadet programs and emergency\n\nservices. Such license plates shall be permanent in\n\nnature and designed in such a manner as to remain with\n\nthe vehicle for the duration of the life span of the\n\nvehicle or until the title to such vehicle is\n\ntransferred to an owner who is not subject to this\n\nexemption. Such vehicles shall be exempt from the\n\nregistration fees levied under Section 1132 of this\n\ntitle, except that an initial registration fee of\n\nTwenty-five Dollars ($25.00) shall apply to each\n\nvehicle.\n\nAny person claiming to be eligible for a tax-exempt or nonprofit\n\nlicense plate under the provisions of this paragraph must have the\n\nname of the tax-exempt or nonprofit organization prominently\n\ndisplayed upon the outside of the vehicle, except those vehicles\n\nregistered pursuant to the provisions of subparagraph b of this\n\nparagraph, unless such display is prohibited by federal or state law\nle.\n\nAny person claiming to be eligible for a tax-exempt or nonprofit\n\nlicense plate under the provisions of this paragraph must have the\n\nname of the tax-exempt or nonprofit organization prominently\n\ndisplayed upon the outside of the vehicle, except those vehicles\n\nregistered pursuant to the provisions of subparagraph b of this\n\nparagraph, unless such display is prohibited by federal or state law\n\nor by state agency rules. No vehicle shall be licensed as a tax-\n\nexempt or nonprofit vehicle unless the vehicle has affixed on each\n\nside thereof, in letters not less than two (2) inches high and two\n\n(2) inches wide, the name of the tax-exempt or nonprofit\n\norganization or the insignia or other symbol of such organization\n\nwhich shall be of sufficient size, shape and color as to be readily\n\nlegible during daylight hours from a distance of fifty (50) feet\n\nwhile the vehicle is not in motion.\n\nExcept as provided in subparagraph g of this paragraph, the\n\nregistration fee shall be Eight Dollars ($8.00) and shall be in\n\naddition to all other registration fees provided by law, except the\n\nregistration fees levied by Section 1132 of this title;\n\n3. Physically Disabled License Plates - such plates shall be\n\ndesigned for persons who are eligible for a physically disabled\n\nplacard under the provisions of Section 15-112 of this title. It\n\nshall prominently display the international accessibility symbol,\n\nwhich is a stylized human figure in a wheelchair. Service Oklahoma\n\nshall also design physically disabled license plates for motorcycles\n\nowned by persons who are eligible for a physically disabled placard\n\npursuant to the provisions of Section 15-112 of this title. Upon\n\nthe death of the physically disabled person, the disabled license\n\nplate shall be returned to Service Oklahoma. There shall be no fee\n\nfor such plate in addition to the rate provided by the Oklahoma\n\nVehicle License and Registration Act for the registration of the\n\nvehicle. For an additional fee of Ten Dollars ($10.00), a person\n\neligible for a physically disabled license plate shall have the\n\noption of purchasing a duplicate physically disabled special license\n\nplate which shall be securely attached to the front of the vehicle.\n\nThe original physically disabled special license plate shall be\n\nsecurely attached to the rear of the vehicle at all times.\n\nAny person who is eligible for a physically disabled license\n\nplate and whose vehicle has had modifications because of the\n\nphysical disability of the owner or of a family member within the\n\nsecond degree of consanguinity of the owner, may register the\n\nvehicle for a flat fee of Twenty-five Dollars ($25.00). This fee\n\nshall be in lieu of all other registration fees provided by the\n\nOklahoma Vehicle License and Registration Act;\n\n4. Indian Tribal License Plates - such plates shall be designed\n\nfor any vehicle of a Native American Indian Tribal Association\n\nexempted in Sections 201 through 204 of Public Law 97-473 and used\n\nby the tribal association exclusively for the furtherance of its\n\ntribal functions.\n\nThe registration fee shall be Eight Dollars ($8.00) and shall be\n\nin addition to all other registration fees provided by law, except\n\nthe registration fees levied by Section 1132 of this title;\n\n5. Hearing Impaired License Plates - such plates shall be\n\ndesigned for persons who are hearing impaired. Such persons may\n\napply for a hearing-impaired license plate for each vehicle with a\n\nrated carrying capacity of one (1) ton or less upon the presentment\n\nof an application on a form furnished by Service Oklahoma and\n\ncertified by a physician holding a valid license to practice\n\npursuant to the licensing provisions of Title 59 of the Oklahoma\n\nStatutes, attesting that the person is hearing impaired. The\n\nlicense plate shall be designed so that such persons may be readily\n\nidentified as being hearing impaired. There shall be no additional\nresentment\n\nof an application on a form furnished by Service Oklahoma and\n\ncertified by a physician holding a valid license to practice\n\npursuant to the licensing provisions of Title 59 of the Oklahoma\n\nStatutes, attesting that the person is hearing impaired. The\n\nlicense plate shall be designed so that such persons may be readily\n\nidentified as being hearing impaired. There shall be no additional\n\nfee for the plate, but all other registration fees provided by the\n\nOklahoma Vehicle License and Registration Act shall apply;\n\n6. Antique or Classic Vehicles License Plates – such plates\n\nshall be designed and issued for any vehicle twenty-five (25) years\n\nof age or older, based upon the date of manufacture thereof and\n\nwhich travels on the highways of this state primarily incidental to\n\nhistorical or exhibition purposes only.\n\nThe registration fee shall be Eight Dollars ($8.00) and shall be\n\nin addition to all other registration fees provided by law, except\n\nthe registration fees levied by Section 1132 of this title. Any\n\nperson registering an antique or classic vehicle may elect to have\n\nthe vehicle registered for a ten-year period. The registration fee\n\nfor the elected ten-year registration shall be Seventy-five Dollars\n\n($75.00). The licensed operator registering the antique or classic\n\nvehicle for a ten-year period shall receive one hundred percent\n\n(100%) of the fees the licensed operator would have otherwise\n\nreceived pursuant to subsection A of Section 1141.1 of this title if\n\nthe antique or classic vehicle had been registered on an annual\n\nbasis; and\n\n7. Honorary Consul License Plates – such plates shall be\n\ndesigned to include the words “Honorary Consul” and issued to\n\npersons who are honorary consuls authorized by the United States to\n\nperform consular duties. Persons applying for such license plates\n\nmust show proof of standing as an honorary consul. The fee for such\n\nplate shall be Eight Dollars ($8.00) and shall be in addition to all\n\nother registration fees required by the Oklahoma Vehicle License and\n\nRegistration Act. The owner of the vehicle that possesses such\n\nlicense plates shall return the special license plates to Service\n\nOklahoma if the owner disposes of the vehicle during the\n\nregistration year or ceases to be authorized to perform consular\n\nduties.\n\nC. Special license plates provided by this section shall be\n\ndesigned in such a manner as to identify the use or ownership of the\n\nvehicle. Use of any vehicle possessing a special license plate\n\nprovided by this section for any purpose not specified herein shall\n\nbe grounds for revocation of the special license plate and\n\nregistration certificate.\n\nD. Until December 31, 2022, the fees provided by this section\n\nshall be deposited in the Oklahoma Tax Commission Reimbursement\n\nFund.
