The Oklahoma New Motor Vehicle Commission and the Oklahoma\n\nUsed Motor Vehicle, Dismantler, and Manufactured Housing Commission\n\nshall have the power and duty to promulgate rules and procedures to\n\nregister authorized temporary license plate vendors in this state.\n\nThe Commissions may impose a vendor registration fee not to exceed\n\nSix Hundred Dollars ($600.00) and a subsequent annual renewal fee\n\nnot to exceed Six Hundred Dollars ($600.00).\n\nB. Oklahoma New Motor Vehicle Commission and the Oklahoma Used\n\nMotor Vehicle, Dismantler, and Manufactured Housing Commission\n\nvendors shall provide pre-printed temporary license plates, or\n\nsoftware services or the equipment and supplies necessary to print\n\ntemporary license plates to dealers licensed by the Oklahoma New\n\nMotor Vehicle Commission and the Oklahoma Used Motor Vehicle,\n\nDismantler, and Manufactured Housing Commission. Vendors may\n\nprovide the following:\n\n1. Provide a method for such dealers to electronically enter\n\nrequired purchaser information for each vehicle purchase; and\n\n2. Electronically submit such required purchaser information to\n\nService Oklahoma in a manner that protects and meets security\n\nrequirements promulgated by the Commissions every twenty-four (24)\n\nhours in a format that is readily accessible by Service Oklahoma.\n\nC. The Commissions shall also be granted the power to revoke\n\nthe designation and registration of and administer fines and\n\npenalties, not to exceed Ten Thousand Dollars ($10,000.00) per\n\noccurrence, to registered temporary license plate vendors that fail\n\nto comply with the provisions of this section.\n\nD. The Commissions shall also be granted the power to require\n\nthe vendors to do the following:\n\n1. Obtain a Fifty Thousand Dollar ($50,000.00) bond; and\n\n2. Obtain commercial liability insurance with a minimum\n\ncoverage amount of One Million Dollars ($1,000,000.00).\n\nE. Temporary license plates issued by authorized temporary\n\nlicense plate vendors shall be required to include:\n\n1. A sequential three-character prefix, unique to the\n\nindividual authorized temporary license plate vendor, followed by a\n\nfive-digit tag number;\n\n2. The name of this state;\n\n3. The name of the vehicle purchaser;\n\n4. The date of expiration;\n\n5. The name of the dealer and the dealer license number; and\n\n6. The year, make, and model of the vehicle.
