Service Oklahoma shall audit all licensed operators at least\n\nonce during each calendar year and shall have the power to require\n\nany changes it deems necessary in the operation of licensed\n\noperators. Service Oklahoma shall issue such rules as it deems\n\nnecessary for the proper control of all fiscal matters involving\n\nlicensed operators.\n\nB. Any review or audit of a licensed operator performed by\n\nService Oklahoma pursuant to the provisions of Sections 1140 through\n\n1147 of this title shall be an open record and shall be made\n\navailable for public inspection at Service Oklahoma, notwithstanding\n\nthe provisions of Section 205 of Title 68 of the Oklahoma Statutes.\n\nC.
