Stat. tit. 47, § 47-1148","heading":"Local authorities - Powers","body":"The local authorities of cities and towns of this state shall\n\nhave no power to pass, enforce, or maintain any ordinances, rules,\n\nor regulations requiring from any owner to whom this act is\n\napplicable any tax, fee, license, or permit for the free use of the\n\npublic highways or excluding or prohibiting any vehicle registered\n\nin compliance with this act or the accessories used thereon from the\n\nfree use of the public highways, and no ordinance, rule, or\n\nregulation in any way contrary to or inconsistent with the\n\nprovisions of this act, now in force or hereafter enacted, shall\n\nhave any force or effect. The powers given to local authorities in\n\nmunicipalities to enact general rules and ordinances applicable\n\nequally to all vehicles upon certain streets in such cities where\n\nthe traffic is heavy and continuous and the powers given local\n\nauthorities to regulate vehicles offered to the public for hire or\n\nfor processions, assemblages, or parades in the streets or public\n\nplaces shall remain in full force and effect. Local authorities may\n\nset aside a specified public highway or highways for speed contests\n\nor races to be given under proper restrictions for the safety of the\n\npublic and may exclude by ordinance orregulation vehicles used\n\nexclusively for commercial purposes from the parks and parkways of\n\nthis state, provided such ordinance or regulation is applicable\n\nequally and generally to all other vehicles used for the same\n\npurpose. The local authorities may exclude vehicles from any\n\ncemetery or ground used for burial of the dead. Cities and towns\n\nmay regulate the speed of vehicles within their corporate limits;\n\nand that as to streets and highways within the corporate limits\n\nwhich have been constructed or reconstructed with state or federal\n\nfunds, local authorities shall have joint authority with the\n\nTransportation Commission to establish or alter speed limits. No\n\nlocal authority shall impose speed limits on any such street or\n\nhighway substantially lower than those justified by the highway\n\ndesign, capacity, and traffic volume as determined by engineering\n\nstudies.
