Every motor vehicle or combination of vehicles, at all times\n\nand under all conditions of loading, upon application of the service\n\nbrake, shall be capable of:\n\n1. Developing a braking force that is not less than the\n\npercentage of its gross weight, as specified in subsection D of this\n\nsection;\n\n2. Decelerating to a stop from a speed of twenty (20) miles per\n\nhour at not less than the rate specified in subsection D of this\n\nsection; and\n\n3. Stopping from a speed of twenty (20) miles per hour in not\n\nmore than the distance specified in subsection D of this section,\n\nsuch distance to be measured from the point at which movement of the\n\nservice brake pedal or control begins.\n\nB. Upon application of the parking brake system and with no\n\nother brake system applied, a motor vehicle or combination of motor\n\nvehicles shall, at all times and under all conditions of loading, be\n\ncapable of stopping from a speed of twenty (20) miles per hour in\n\nnot more than the distance specified in subsection D of this\n\nsection, such distance to be measured from the point at which\n\nmovement of the emergency brake control begins.\n\nC. Conformity to the stopping-distance requirements of\n\nsubsections A and B of this section shall be determined under the\n\nfollowing conditions:\n\n1. Any test must be made with the vehicle on a hard surface\n\nthat is substantially level, dry, smooth, and free of loose\n\nmaterial; and\n\n2. The vehicle must be in the center of a twelve-foot-wide lane\n\nwhen the test begins and must not deviate from that lane during the\n\ntest.\n\nD. Vehicles with a\n\nseating capacity of\n\nmore than ten\n\npersons, including\n\nthe driver, and built\n\non a passenger car\n\nchassis; vehicles\n\nbuilt on a truck or\n\nbus chassis and\n\nhaving a\n\nmanufacturer's GVWR\n\nof 10,000 pounds or\n\nless: 52.8 17 25 66\n\nc. All other\n\npassenger-carrying\n\nvehicles: 43.5 14 25 85\n\n2. Property-carrying\n\nvehicles:\n\na. Single-unit\n\nvehicles with a\n\nmanufacturer's GVWR\n\nof 10,000 pounds or\n\nless: 52.8 17 25 66\n\nb. Single-unit\n\nvehicles with a\n\nmanufacturer's GVWR\n\nof more than 10,000\n\npounds. Combinations\n\nof a 2-axle towing\n\nvehicle and trailer\n\nhaving a GVWR of\n\n3,000 pounds or less.\n\nAll combinations of\n\ntwo or less vehicles\n\nin drive-away or tow-\n\naway combinations: 43.4 14 35 85\n\nc. All other property-\n\ncarrying vehicles and\n\ncombinations of\n\nproperty-carrying\n\nvehicles: 43.5 14 40 90\n\nE.
