Every solid rubber tire on a vehicle shall have rubber on\n\nits entire traction surface at least one (1) inch thick above the\n\nedge of the flange of the entire periphery.\n\nB. A person shall not operate or move on any hard-surfaced\n\nhighway any vehicle having any metal tire in contact with the\n\nroadway, except when authorized by special permit as provided in\n\nsubsection E of this section.\n\nC. 1. Any tire on a vehicle moved on a highway shall not have\n\non its periphery any block, stud, flange, cleat or spike or any\n\nother protuberance of any material other than rubber which projects\n\nbeyond the tread of the traction surface of the tire, except that it\n\nshall be permissible:\n\na. to use farm tractors or implements of husbandry with\n\ntires having protuberances which will not injure the\n\nhighway,\n\nb. to use tire chains of reasonable proportions upon any\n\nvehicle when required for safety because of snow, ice,\n\nor other conditions tending to cause a vehicle to\n\nskid, or\n\nc. for pneumatic tires equipped with or having on their\n\nperiphery studs of metal, porcelain or other material\n\nto be sold or used in this state, if constructed to\n\nprovide resiliency upon contact with the road surface,\n\nso that not more than three percent (3%) in the\n\naggregate of the traction surface of such tire be\n\ncomposed of such studs and so that such studs do not\n\nproject more than three-thirty-seconds (3/32) of an\n\ninch beyond the tread of the traction surface of such\n\ntire and have a rate of wear which will so limit such\n\nprojection.\n\n2. The exceptions permitted in paragraph 1 of this subsection\n\nshall be subject to the following restrictions:\n\na. the use of such tires or tire chains shall be limited\n\nto vehicles with rated capacities up to and including\n\ntwo (2) tons,\n\nb. any tire so equipped shall not be used on a public\n\nhighway earlier than November 1 of each year or later\n\nthan April 1 of the following year, and\n\nc. copies of this subsection shall be posted in all\n\nplaces at which tires or tire chains are sold, and a\n\nprinted or written warning on the time limitation for\n\nthe use of such tires or tire chains shall be\n\nfurnished to each buyer, purchaser, or user by the\n\nseller of such studded tires or tire chains.\n\nD. Operator selectable \"on demand\" studded tires having\n\ntraction-enhancing studs located outside the normal tread area which\n\nallows their operation as conventional tires on dry roads or as\n\nstudded tires on ice-coated roads by the expedient of reducing or\n\nincreasing the air pressure within the tires, shall be exempt from\n\nthe prohibitions of subsection C of this section with the following\n\nexceptions:\n\n1. The use of such tires shall be limited to vehicles with\n\nrated capacities up to and including two (2) tons;\n\n2. Any such tire shall not be deflated so that the studs lower\n\nand make contact with the road surface earlier than November 1 of\n\neach year or later than April 1 of the following year.\n\nE. The Department of Public Safety and local authorities in\n\ntheir respective jurisdictions may in their discretion issue special\n\npermits authorizing the operation upon a highway of traction engines\n\nor tractors having movable tracks with transverse corrugations upon\n\nthe periphery of such movable tracks or farm tractors or other farm\n\nmachinery, the operation of which upon a highway would otherwise be\n\nprohibited under this section.\n\nF. A person shall not operate any vehicle when one or more of\n\nthe tires in use on that vehicle is in unsafe operating condition or\n\nhas a tread depth less than two-thirty-seconds (2/32) inch measured\n\nin any two adjacent tread grooves at three equally spaced intervals\n\naround the circumference of the tire; provided, such measurements\n\nshall not be made at the location of any tread wear indicator, tie\n\nbar, hump, or fillet. In the event a citation is issued under this\n\nsubsection, the officer shall include the tread depth of the\nas a tread depth less than two-thirty-seconds (2/32) inch measured\n\nin any two adjacent tread grooves at three equally spaced intervals\n\naround the circumference of the tire; provided, such measurements\n\nshall not be made at the location of any tread wear indicator, tie\n\nbar, hump, or fillet. In the event a citation is issued under this\n\nsubsection, the officer shall include the tread depth of the\n\noffending tire on the citation. As used in this subsection, an\n\nunsafe tire includes, but is not limited to, any tire:\n\n1. On which the ply or cord is exposed in the tread area;\n\n2. Which has been regrooved or recut below the original groove\n\ndepth, except tires that have been designed with under-rubber\n\nsufficient for regrooving and are so marked;\n\n3. Marked \"Farm Implement Only\", \"Not for Highway Use\", or any\n\nother marking that would indicate that the tire is not for normal\n\nhighway use; provided, no such marking shall be altered or removed;\n\n4. On which any bulges, bumps, or knots show in the tread or\n\nsidewall area; or\n\n5. On the front steering axle of a truck-tractor which has\n\ntread depth measuring less than four-thirty-seconds (4/32) inch.\n\nG.
