As used in this section:\n\n1. \"Jamming\" means any obstruction to the turning of the\n\nsteering control caused by some interference with components of the\n\nsteering system, including but not limited to:\n\na. tires which exceed the manufacturer's specifications,\n\nor\n\nb. damaged fenders that interfere with a full right or\n\nleft turn; and\n\n2. \"Play\" means the condition in which the steering control can\n\nbe turned through some part of a revolution but does not result in\n\nmovement of the front wheels.\n\nB. No vehicle shall be operated which exhibits jamming,\n\nroughness, or binding when turning the wheels from full right to\n\nfull left.\n\nC. No vehicle shall be operated if the steering wheel:\n\n1. Has more than six (6) inches of play, if the steering wheel\n\nis eighteen (18) inches or less in diameter; or\n\n2. Has more than eight (8) inches of play, if the steering\n\nwheel is over eighteen (18) inches in diameter.\n\nD.
