Unless otherwise provided for by law, no state board,\n\ncommission, department, institution, official, or employee, except\n\nthe following, shall purchase any passenger automobile or bus with\n\npublic funds:\n\n1. The Department of Public Safety;\n\n2. The Department of Human Services;\n\n3. The State Department of Rehabilitation Services;\n\n4. The Department of Wildlife Conservation;\n\n5. The Department of Corrections;\n\n6. The State Department of Education;\n\n7. The Oklahoma School of Science and Mathematics;\n\n8. The Oklahoma State Bureau of Narcotics and Dangerous Drugs\n\nControl;\n\n9. The Oklahoma State Bureau of Investigation;\n\n10. The Transportation Commission;\n\n11. The Oklahoma Department of Agriculture, Food, and Forestry;\n\n12. The State Department of Health;\n\n13. The Department of Mental Health and Substance Abuse\n\nServices;\n\n14. The J.D. McCarty Center for Children with Developmental\n\nDisabilities;\n\n15. The Military Department of the State of Oklahoma;\n\n16. The Oklahoma Tourism and Recreation Department;\n\n17. The Oklahoma Conservation Commission;\n\n18. The Oklahoma Water Resources Board;\n\n19. The Department of Mines;\n\n20. The Office of Juvenile Affairs;\n\n21. The Oklahoma Department of Veterans Affairs;\n\n22. The Oklahoma Supreme Court;\n\n23. The District Attorneys Council and Oklahoma district\n\nattorneys, provided adequate funding exists;\n\n24. The Oklahoma Boll Weevil Eradication Organization;\n\n25. The Oklahoma Horse Racing Commission;\n\n26. The Council on Law Enforcement Education and Training;\n\n27. The Office of the Attorney General; and\n\n28. Service Oklahoma.\n\nB. 1. The Oklahoma School for the Deaf at Sulphur, the\n\nOklahoma School for the Blind at Muskogee, and any state institution\n\nof higher education may purchase, own, or keep if now owned, or\n\nacquire by lease or gift, and use and maintain such station wagons,\n\nautomobiles, trucks, or buses as are reasonably necessary for the\n\nimplementation of the educational programs of said institutions.\n\n2. No bus operated, owned, or used by such educational\n\ninstitutions shall be permitted to carry any person other than\n\nstudents, faculty members, employees, or volunteers of such\n\ninstitutions. The provisions of this section shall not be construed\n\nto prohibit:\n\na. the operation of intracampus buses or buses routed\n\ndirectly between portions of the campus of any\n\ninstitution not adjacent to each other, nor to\n\nprohibit the collection of fares from such students,\n\nfaculty members, or employees of such institutions,\n\nsufficient in amount to cover the reasonable cost of\n\nsuch transportation, or\n\nb. the Oklahoma School for the Blind or the Oklahoma\n\nSchool for the Deaf from entering into agreements with\n\nlocal public school districts pursuant to the\n\nInterlocal Cooperation Act for the mutual use of the\n\nschools' and the districts' vehicles. Such use may\n\ninclude, but is not limited to, the transportation of\n\nstudents from local school districts with students\n\nfrom the Oklahoma School for the Blind or the Oklahoma\n\nSchool for the Deaf in vehicles owned by the Oklahoma\n\nSchool for the Blind or the Oklahoma School for the\n\nDeaf when traveling to school-related activities.\n\nC. The J.D. McCarty Center for Children with Developmental\n\nDisabilities, the Oklahoma Department of Libraries, the Oklahoma\n\nDepartment of Veterans Affairs, and the Oklahoma Veterans Centers\n\nmay own and maintain such passenger vehicles as those institutions\n\nhave acquired prior to May 1, 1981.\n\nD. The use of station wagons, automobiles, and buses, other\n\nthan as provided for in this section, shall be permitted only upon\n\nwritten request for such use by heads of departments of the\n\ninstitution, approved in writing by the president of said\n\ninstitution or by some administrative official of said institution\n\nauthorized by the president to grant said approval. Such use shall\nto May 1, 1981.\n\nD. The use of station wagons, automobiles, and buses, other\n\nthan as provided for in this section, shall be permitted only upon\n\nwritten request for such use by heads of departments of the\n\ninstitution, approved in writing by the president of said\n\ninstitution or by some administrative official of said institution\n\nauthorized by the president to grant said approval. Such use shall\n\nbe permitted only for official institutional business or activities\n\nconnected therewith. Such use shall be subject to the provisions of\n\nSection 156.1 of this title forbidding personal use of such\n\nvehicles, and to the penalties therein declared.\n\nE. Any person convicted of violating the provisions of this\n\nsection shall be guilty of a misdemeanor and shall be punished by\n\nfine or imprisonment, or both, as provided for in Section 156.1 of\n\nthis title.\n\nF. For the purpose of this section and Section 156.3 of this\n\ntitle, a station wagon is classified as a passenger automobile and\n\nmay not be purchased solely for the use of transporting property.\n\nSuch vehicles shall include, but not be limited to, all vehicles\n\nwhich have no separate luggage compartment or trunk but which do not\n\nhave open beds, whether the same are called station wagons, vans,\n\nsuburbans, town and country, blazers, or any other names. All state\n\nboards, commissions, departments, and institutions may own and\n\nmaintain station wagons purchased solely for the purpose of\n\ntransporting property if acquired prior to July 1, 1985.\n\nG.
