Notwithstanding any other law of this state, a personal\n\ndelivery device may operate on any sidewalk, crosswalk, road or\n\nstreet of any county or municipality in this state.\n\nB. A personal delivery device shall have a unique identifying\n\ndevice number and identifies the name and contact information of the\n\npersonal device operator.\n\nC. A personal delivery device shall:\n\n1. Not unreasonably interfere with motor vehicles or traffic;\n\n2. Not obstruct public rights of way;\n\n3. Obey all traffic and pedestrian control signals and devices;\n\n4. Not operate at a speed of more than ten (10) miles per hour\n\non the sidewalk;\n\n5. Be equipped with a system that enables the device to come to\n\na controlled stop;\n\n6. Be equipped with lights on the front and rear of the device\n\nthat are visible and recognizable under normal atmospheric\n\nconditions on all sides of the device from at least five hundred\n\n(500) feet from the device; and\n\n7.
