Except as otherwise provided by law, a political subdivision\n\nshall not enact or enforce an ordinance or resolution relating to\n\nany of the following:\n\n1. The design, manufacture, maintenance, certification,\n\nlicensing, registration, taxation, assessment or insurance\n\nrequirements of a personal delivery device; and\n\n2. The types of property that may be transported by a personal\n\ndelivery device.\n\nB.
