Whenever the Department of Public Safety or the Oklahoma\n\nInsurance Department is authorized or required to give any notice\n\nunder this act or other law regulating the operation of vehicles,\n\nunless a different method of giving such notice is otherwise\n\nexpressly prescribed, such notice shall be given either by personal\n\ndelivery thereof to the person to be so notified or by deposit in\n\nthe United States mail of such notice in an envelope with first\n\nclass postage prepaid, addressed to such person at the address as\n\nshown by the records of the Department. The giving of notice by\n\nmail is complete upon the expiration of ten (10) days after such\n\ndeposit of said notice. Proof of the giving of notice in either\n\nsuch manner may be made by the certificate of any officer or\n\nemployee of the Department or affidavit of any person over eighteen\n\n(18) years of age, naming the person to whom such notice was given\n\nand specifying the time, place and manner of the giving thereof.\n\nFailure of the person to receive notice because of failure to notify\n\nthe Department of a change in his or her current mailing address, as\n\nrequired by Section 6-116 of this title, shall not be sufficient\n\ngrounds for the person to protest the notice.\n\nB. Whenever Service Oklahoma is authorized or required to give\n\nany notice under this title, unless a different method of giving\n\nsuch notice is otherwise expressly prescribed, such notice shall be\n\ngiven by mailing such notice by United States mail, in an envelope\n\nwith first class postage prepaid, addressed to such person at the\n\naddress as shown by the records of Service Oklahoma. The giving of\n\nnotice by mail is complete upon the expiration of ten (10) days\n\nafter such mailing. Service Oklahoma may show proof of such mailing\n\nby certificate of any officer or employee of Service Oklahoma or\n\naffidavit of any person over eighteen (18) years of age, naming the\n\nperson to whom such notice was given and specifying the time, place,\n\nand manner of the giving thereof.
