Except as provided in subsection B of this section, any\n\nperson receiving benefits from the Oklahoma Law Enforcement\n\nRetirement System as of June 30, 1999, who continues to receive\n\nbenefits on or after July 1, 2000, shall receive a three percent\n\n(3%) increase in said benefits on July 1, 2000.\n\nB.
