This act shall be known and may be cited as the \"Oklahoma\n\nBlue Alert Act\".\n\nB. As used in this act, \"law enforcement officer\" means any\n\nduly appointed person who is charged with the responsibility of\n\nmaintaining public order, safety and health by the enforcement of\n\nall laws, ordinances or orders of this state or any of its political\n\nsubdivisions and who is authorized to bear arms in execution of his\n\nor her responsibilities including reserve force deputies, reserve\n\nmunicipal police officers and tribal law enforcement officers who\n\nare commissioned pursuant to an agreement authorized by Section 1221\n\nof Title 74 of the Oklahoma Statutes.\n\nC. The Department of Public Safety shall develop and implement\n\na statewide blue alert system. The statewide blue alert system\n\nshall be designed to rapidly disseminate useful information in a\n\npredetermined manner to statewide media outlets.\n\nD. The Commissioner of Public Safety shall be the statewide\n\ncoordinator of the blue alert system. The Commissioner shall adopt\n\nrules and issue directives as necessary to ensure proper\n\nimplementation of the alert. An Oklahoma Blue Alert shall be\n\nactivated only in accordance with policies established by the\n\nDepartment of Public Safety and if all of the following conditions\n\napply:\n\n1. A law enforcement officer has been killed or seriously\n\ninjured and the law enforcement agency investigating the incident\n\nhas information identifying an individual as a suspect connected to\n\nthe incident;\n\n2. The law enforcement agency that is investigating the suspect\n\ndetermines that the suspect poses a serious risk or threat to the\n\npublic and other law enforcement personnel;\n\n3. The law enforcement agency investigating the suspect has\n\nobtained either:\n\na. the name of the suspect,\n\nb. a detailed physical description of the suspect, or\n\nc. a description of the vehicle of the suspect, vehicle\n\nregistration plate numbers or letters or partial\n\nvehicle registration plate numbers or letters; and\n\n4. The law enforcement agency investigating the suspect\n\nrecommends that the Department of Public Safety activate the Blue\n\nAlert.\n\nE. The Commissioner may notify authorities and entities outside\n\nthe State of Oklahoma upon verification that the criteria\n\nestablished under this section have been met.\n\nF.
