As used in this section, “motor carrier safety improvement”\n\nmeans any device, equipment, software, technology, procedure,\n\ntraining, policy, program, or operational practice intended and\n\nprimarily used to improve or facilitate compliance with traffic\n\nsafety or motor carrier safety laws, safety of a motor vehicle,\n\nsafety of the operator of a motor vehicle, or safety of third-party\n\nusers of public roadways.\n\nB.
