It is hereby declared that it is necessary in the public\n\ninterest to regulate transportation by motor carriers and private\n\ncarriers in such manner as to recognize the need to require all\n\nmotor carriers and private carriers to have adequate insurance; for\n\nmotor carriers and private carriers to provide service in a safe and\n\nefficient manner; and to establish that the operations of motor\n\ncarriers and private carriers will not have a detrimental impact on\n\nthe environment.\n\nB. The public policy of this state, as declared by the\n\nLegislature, requires that all existing intrastate certificates and\n\npermits granted by the Oklahoma Corporation Commission, except\n\nhousehold goods and used emigrant movables, prior to January 1,\n\n1995, are hereby revoked.\n\nC. The provisions of the Motor Carrier Act of 1995, except as\n\nhereinafter specifically limited, shall apply to the transportation\n\nof passengers or property by motor carriers and private carriers,\n\nexcept motor carriers of household goods and used emigrant movables,\n\nover public highways of this state; and the regulations of such\n\ntransportation, and the procurement thereof and the provisions of\n\nfacilities therefor, are hereby vested in the Oklahoma Corporation\n\nCommission.\n\nD. Nothing herein shall be construed to interfere with the\n\nexercise by agencies of the government of the United States of its\n\npower of regulation of interstate commerce.\n\nE.
