The provisions of the Motor Carrier Act of 1995 shall not\n\napply to persons who operate motor vehicles in excess of twenty-six\n\nthousand (26,000) pounds who have contracted or subcontracted with\n\nany federal, state or local entity to conduct activities associated\n\nwith the building or maintenance of streets, roads, bridges,\n\nturnpikes or any other project associated with road building.\n\nB.
