Service Oklahoma is hereby created, which shall consist of\n\nthe Executive Director of Service Oklahoma and such divisions,\n\nsections, committees, offices, boards, and positions as may be\n\nestablished by the Executive Director of Service Oklahoma or by law.\n\nThe applicable powers, duties, and responsibilities exercised by\n\nthe Driver License Services Division of the Department of Public\n\nSafety shall be fully transferred to Service Oklahoma on November 1,\n\n2022. All employees of the Department of Public Safety whose duties\n\nare transferred under this act shall be transferred to Service\n\nOklahoma.\n\nThe applicable powers, duties, and responsibilities exercised by\n\nthe Motor Services Division of the Oklahoma Tax Commission shall be\n\nfully transferred to Service Oklahoma on January 1, 2023. All\n\nemployees of the Oklahoma Tax Commission whose duties are\n\ntransferred under this act shall be transferred to Service Oklahoma.\n\nB. 1. Beginning November 1, 2023, Service Oklahoma shall cease\n\nto be part of or a division of the Office of Management and\n\nEnterprise Services and shall be deemed to be a separate and\n\ndistinct agency, to be known as Service Oklahoma. Service Oklahoma\n\nand the Director of Service Oklahoma shall continue to exercise\n\ntheir statutory powers, duties, and contractual responsibilities.\n\nAll records, property, equipment, assets, monies, financial\n\ninterests, liabilities, matters pending, and funds of the division\n\nshall be transferred to Service Oklahoma.\n\n2. Service Oklahoma shall succeed to any contractual rights or\n\nresponsibilities incurred by the Office of Management and Enterprise\n\nServices pertaining to licensed operators.\n\n3. Rules promulgated by the Office of Management and Enterprise\n\nServices pertaining to Service Oklahoma that are in effect on the\n\neffective date of this act shall be immediately adopted and enforced\n\nby the Executive Director of Service Oklahoma. The Executive\n\nDirector maintains the authority to further promulgate and enforce\n\nrules.\n\n4. The Office of Management and Enterprise Services and Service\n\nOklahoma may enter into an agreement for the transfer of personnel\n\nfrom the Office of Management and Enterprise Services to Service\n\nOklahoma. No employee shall be transferred to Service Oklahoma\n\nexcept on the freely given written consent of the employee. All\n\nemployees who are transferred to Service Oklahoma shall not be\n\nrequired to accept a lesser grade or salary than presently received.\n\nAll employees shall retain leave, sick, and annual time earned, and\n\nany retirement and longevity benefits which have accrued during\n\ntheir tenure with the Office of Management and Enterprise Services.\n\nThe transfer of personnel between the state agencies shall be\n\ncoordinated with the Office of Management and Enterprise Services.\n\n5. The expenses incurred by Service Oklahoma as a result of the\n\ntransfer required by this subsection shall be paid by Service\n\nOklahoma.\n\n6. The division within the Department known as Service Oklahoma\n\nshall be abolished by the Office of Management and Enterprise\n\nServices after the transfer has been completed.\n\n7.
