There is hereby created the Service Oklahoma Operator Board,\n\nwhich shall be an advisory body to the Director of Service Oklahoma\n\nand shall consist of nine (9) members who shall each serve a term of\n\ntwo (2) years.\n\nB. The membership of the Board shall be comprised as follows:\n\n1. Two members appointed by the Governor;\n\n2. Two members appointed by the President Pro Tempore of the\n\nOklahoma State Senate;\n\n3. Two members appointed by the Speaker of the Oklahoma House\n\nof Representatives;\n\n4. One member who shall be a licensed operator, currently in\n\ngood standing with Service Oklahoma, who operates a Service Oklahoma\n\nlocation in a county with a population of one hundred thousand\n\n(100,000) or more, according to the latest Federal Decennial Census\n\ndata, who shall be appointed by the President Pro Tempore of the\n\nSenate;\n\n5. One member who shall be a licensed operator, currently in\n\ngood standing with Service Oklahoma, who operates a Service Oklahoma\n\nlocation in a county with a population of less than one hundred\n\nthousand (100,000), according to the latest Federal Decennial Census\n\ndata, who shall be appointed by the Speaker of the House of\n\nRepresentatives; and\n\n6. One member who shall be the Director of Service Oklahoma or\n\na person designated by the Director.\n\nC. 1. Appointments to the initial Service Oklahoma Operator\n\nBoard shall be made within forty-five (45) days of the effective\n\ndate of this act.\n\n2. The Director of Service Oklahoma shall make the initial\n\nappointment to fill the position of chair of the Licensed Operator\n\nAdvisory Committee. This appointee shall only serve until the chair\n\nof the Licensed Operator Advisory Committee is determined.\n\n3. Each member shall serve at the pleasure of his or her\n\nappointing authority and may be removed or replaced without cause.\n\n4. Any member of the Board shall be prohibited from voting on\n\nany issue in which the member has a direct financial interest.\n\nD. The Board shall have the power and duty to:\n\n1. Approve guidelines, objectives, and performance standards\n\nfor licensed operators;\n\n2. Establish branding and physical standardization\n\nrequirements, with the input and recommendation of the Director of\n\nService Oklahoma;\n\n3. Establish customer service metrics, analysis, and\n\nimprovement processes for licensed operators, and processes for\n\ntermination of licensed operators for failure to comply with the\n\ncustomer service metrics, with the input and recommendation of the\n\nDirector of Service Oklahoma;\n\n4. Make recommendations to the Director of Service Oklahoma on\n\nall matters related to licensed operators;\n\n5. Assist Service Oklahoma in conducting periodic reviews\n\nrelated to the goals, objectives, priorities, and policies related\n\nto licensed operators; and\n\n6. Establish rules and qualifications for members of the\n\nLicensed Operator Advisory Committee.\n\nE. The Board shall hold meetings as necessary at a place and\n\ntime to be fixed by the Board. The Board shall elect, at its first\n\nmeeting, one member to serve as chair and one member to serve as\n\nvice-chair. At the first meeting in each calendar year, the chair\n\nand vice-chair for the ensuing year shall be elected by the Board.\n\nSpecial meetings may be called by the chair or by four members of\n\nthe Board by delivery of written notice to each member of the Board.\n\nF. A majority of the members of the Board shall constitute a\n\nquorum for the transaction of business and taking any official\n\nactions. Official action of the Board shall require a favorable\n\nvote by a majority of the members present.\n\nG. Members of the Board shall serve without compensation but\n\nshall be reimbursed for expenses incurred in the performance of\n\ntheir duties in accordance with the provisions of the State Travel\n\nReimbursement Act.\n\nH. The Board shall act in accordance with the provisions of the\nny official\n\nactions. Official action of the Board shall require a favorable\n\nvote by a majority of the members present.\n\nG. Members of the Board shall serve without compensation but\n\nshall be reimbursed for expenses incurred in the performance of\n\ntheir duties in accordance with the provisions of the State Travel\n\nReimbursement Act.\n\nH.
