There is hereby created in the Department of Public Safety\n\nthe \"Motorcycle Safety and Education Program\". The Commissioner of\n\nPublic Safety may hire an Administrator who shall be responsible for\n\nthe administration and operation of the Program, as determined by\n\nthe Commissioner.\n\nB. 1. The Program shall include guidelines and standards for\n\ncourses of instruction, as established and approved by the\n\nCommissioner and which are taught by certified instructors, as\n\nprescribed by the Commissioner. The courses shall meet or exceed\n\nnationally accepted standards for courses of instruction in\n\nmotorcycle safety and education. The courses shall include\n\ninstruction for novice and experienced motorcycle operators and\n\npassengers, instruction in motorist awareness and alcohol and drug\n\nawareness, and any other instruction the Commissioner deems\n\nappropriate for motorcycle safety and education.\n\n2. The Program may include provisions for marketing and\n\npromotion, improving motorcycle license testing procedures, and such\n\nother provisions as deemed appropriate by the Commissioner.\n\n3. The Commissioner shall evaluate the Program every two (2)\n\nyears and shall periodically inspect public and private facilities\n\nand equipment and periodically evaluate procedures used in the\n\ncourses of instruction. Evaluation and inspection reports shall be\n\nsubmitted to the Advisory Committee.\n\nC. The cost of administering and operating the Motorcycle\n\nSafety and Education Program shall be funded by the Motorcycle\n\nSafety and Education Program Revolving Fund, as created in Section\n\n40-123 of this title.
