There is hereby created the Advisory Committee for\n\nMotorcycle Safety and Education which shall be comprised of the\n\nAdministrator of the Motorcycle Safety and Education Program in the\n\nDepartment of Public Safety, who shall serve as chair of the\n\nCommittee and shall be a nonvoting member, and seven (7) voting\n\nmembers, six of whom shall be appointed by the Commissioner of\n\nPublic Safety and one of whom shall be appointed by the Insurance\n\nCommissioner. One member shall be a certified instructor of\n\nmotorcycle safety and education; three members shall be licensed and\n\nsafety course certified motorcycle operators/owners; one member\n\nshall represent private sector motorcycle rider education schools;\n\none member shall be a representative of the Oklahoma Highway Safety\n\nOffice; and the member appointed by the Insurance Commissioner shall\n\nbe an employee of the Insurance Commissioner's office. Members\n\nshall serve at the pleasure of the appointing authority, except as\n\nprovided in subsection B of this section.\n\nB. By January 1, 2011, the Commissioner of Public Safety shall\n\nappoint three of the members of the Advisory Committee for\n\nMotorcycle Safety and Education in accordance with the requirements\n\nas modified in subsection A of this section upon the effective date\n\nof this act. Once appointed all members shall serve at the pleasure\n\nof the appointing authority.\n\nC. The Committee shall meet at the call of the Administrator or\n\nthe Commissioner. A vice-chair shall be elected by the Committee\n\nfrom among its members. The vice-chair shall act as chair of the\n\nCommittee only in the absence of the Administrator at officially\n\ncalled meetings of the Committee.\n\nD. The Committee shall advise and assist the Commissioner in\n\nthe development, administration and operation of the Motorcycle\n\nSafety and Education Program and the setting of goals, objectives\n\nand priorities for the Program.\n\nE. The provisions of this section shall not be construed to\n\nauthorize the creation of any additional salaried position within\n\nthe Department of Public Safety.\n\nF.
