Sales at a salvage pool or salvage disposal sale may be\n\nopened only to:\n\n1. A person who is a resident of this state;\n\n2. A company representative of a business that is based in this\n\nstate; or\n\n3. A person who may legally purchase salvage vehicles in his or\n\nher home state or country.\n\nB. It shall be the duty of the owner, manager or person in\n\ncharge of any salvage pool or salvage disposal sale to prohibit the\n\nbidding by any person who is not qualified to purchase salvage\n\nvehicles as provided in subsection A of this section and, further,\n\nto refuse to sell to any person any wrecked or repairable motor\n\nvehicle if such person is not qualified to purchase salvage vehicles\n\nas provided in subsection A of this section.\n\nC. Any salvage pool or salvage disposal sale that is\n\nfacilitating in the sale of a motor vehicle for an insurance company\n\nmust provide on its website the full seventeen-digit vehicle\n\nidentification number (VIN) and the name of the insurance company\n\nthat is selling the motor vehicle.\n\nD. The salvage pool or salvage disposal sale shall show the\n\nbuyer's identification number of the winning bidder on any sale that\n\ntakes place on the Internet or by online bidding for all salvage\n\nmotor vehicles being sold for an insurance company.\n\nE. It shall be the duty of the owner, manager or person in\n\ncharge of any salvage pool or salvage disposal sale to remit\n\npayments to the Oklahoma Used Motor Vehicle, Dismantler, and\n\nManufactured Housing Commission. Such payments shall be calculated\n\nby multiplying the total number of salvage vehicle sales\n\ntransactions during a certain period times Two Dollars ($2.00). The\n\nfirst payment shall not be calculated on any sales transactions\n\nprior to November 1, 2007. The payments shall not be made more\n\noften than one payment each month. The payments shall be\n\ntransmitted to the Oklahoma Used Motor Vehicle, Dismantler, and\n\nManufactured Housing Commission at any time during the thirty (30)\n\ndays immediately following the period for which the payment was\n\ncalculated.\n\nF. Every salvage pool shall keep a register of all sales of\n\nsalvage vehicles showing the make, model, year, style, vehicle\n\nidentification number, and names and addresses of the purchaser and\n\nseller of the motor vehicle. Such registers shall be submitted to\n\nthe Oklahoma Used Motor Vehicle, Dismantler, and Manufactured\n\nHousing Commission on a regular basis.\n\nG. The provisions of this section shall not apply to a\n\nregularly scheduled vehicle consignment auction conducted by a used\n\nmotor vehicle dealer which sells salvage vehicles, damaged vehicles,\n\nwrecked vehicles or repairable vehicles for someone other than a\n\npublic insurance company.
