Stat. tit. 47, § 47-591.8","heading":"Transfer of certificate of title - Salvage or junked","body":"title - Inspection of certificates of title and vehicles -\n\nDestruction of license plates - Reporting of vehicle identification\n\nnumbers - Time limit.\n\nA. An automotive dismantler and parts recycler, duly licensed\n\nby this act, shall have the authority to transfer the certificate of\n\ntitle to a motor vehicle as a dealer. Prior to the sale of any motor\n\nvehicles at salvage pools or salvage disposal sales, a salvage title\n\nor junked title shall be issued for any salvage or junked vehicle as\n\ndefined in Section 1105 of this title.\n\nB. Any and all certificates of title, whether original,\n\nsalvage, rebuilt, or junked titles, salvage certificates, other\n\ncertificates of ownership, or ownership records, as approved by the\n\nOklahoma Tax Commission, to vehicles owned by a licensed automotive\n\ndismantler and parts recycler, which vehicles have been dismantled,\n\ndestroyed, or otherwise processed so that the vehicles are no longer\n\ncapable of being used as motor vehicles, shall be inspected by\n\nproperly identified employees or agents of the Oklahoma Used Motor\n\nVehicle, Dismantler, and Manufactured Housing Commission, at least\n\nannually, at the place of business of the licensed automotive\n\ndismantler and parts recycler. Upon verification that the vehicle\n\nis no longer capable of being used as a motor vehicle, the employee\n\nor agent of the Commission shall remove the license plate and the\n\ncertificate of title, salvage certificate, other certificate of\n\nownership or ownership record from the licensed automotive\n\ndismantler and parts recycler. The Commission shall destroy the\n\nlicense plate and deliver the certificates and ownership records to\n\nthe Oklahoma Tax Commission.\n\nC. Each licensed automotive dismantler and parts recycler that\n\ndismantles, destroys, or otherwise processes vehicles so that the\n\nvehicles are no longer capable of being used as motor vehicles, each\n\nmonth, shall report the vehicle identification numbers of the\n\nvehicles to the Oklahoma Tax Commission, upon forms prescribed by\n\nthe Oklahoma Tax Commission. The report shall include any vehicle\n\nwhich is a hull, junked, abandoned or not a complete, self-\n\npropelling vehicle, if there is a vehicle identification number for\n\nthe incomplete vehicle. The Oklahoma Tax Commission shall cancel\n\nsaid certificates of title. The vehicle identification numbers on\n\nthe certificates of titles, salvage titles, other certificates of\n\nownership or ownership records to motor vehicles no longer capable\n\nof being used as motor vehicles shall be preserved in the computer\n\nfiles of the Oklahoma Tax Commission for at least five (5) years\n\nfrom the date the certificates of title are delivered by the\n\nCommission to the Oklahoma Tax Commission.\n\nD. Each vehicle or incomplete vehicle required to be reported\n\nto the Oklahoma Tax Commission by this section shall be reported on\n\nor before the fifteenth day of the next succeeding month after the\n\nmonth in which the vehicle or incomplete vehicle was received by the\n\nlicensed automotive dismantler and parts recycler. Each vehicle or\n\nincomplete vehicle, which is incapable of operation or use on the\n\npublic roads or has no resale value except as a source of parts,\n\nscrap or junk or has an eighty percent (80%) loss in fair market\n\nvalue, possessed by a licensed automotive dismantler and parts\n\nrecycler on the effective date of this act shall be reported to the\n\nOklahoma Tax Commission within ninety (90) days. The vehicle\n\nidentification numbers on all reported vehicles shall be preserved\n\nin the computer of the Oklahoma Tax Commission for at least five (5)\n\nyears, even if the ownership records may have been previously\n\ndestroyed or surrendered to the Oklahoma Tax Commission.\n\nE. If the vehicle identification number for a vehicle, which is\n\nincapable of operation or use on the public roads and has no resale\n\nvalue except as a source of parts, scrap or junk or has an eighty\nreserved\n\nin the computer of the Oklahoma Tax Commission for at least five (5)\n\nyears, even if the ownership records may have been previously\n\ndestroyed or surrendered to the Oklahoma Tax Commission.\n\nE. If the vehicle identification number for a vehicle, which is\n\nincapable of operation or use on the public roads and has no resale\n\nvalue except as a source of parts, scrap or junk or has an eighty\n\npercent (80%) loss in fair market value, is not reported to the\n\nOklahoma Tax Commission, the licensed automotive dismantler and\n\nparts recycler shall be required to obtain a junked title for said\n\nvehicle. An Oklahoma licensed automotive dismantler and parts\n\nrecycler shall not be required to obtain a junked title for a junked\n\nvehicle or any other vehicle which is dismantled, destroyed or\n\notherwise processed so that the vehicle is no longer capable of\n\nbeing operated or used on the public roads, if the vehicle is\n\nreported to the Oklahoma Tax Commission.","path":["OK Code","Title 47"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os47.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"89d40ca7e447936eca876c0bd568f2453676b999555d6c96be509e1dff1550c7","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-47-47-591.7","next":"us-ok/okla.-stat.-tit.-47-47-591.9"},"notice":"GroundRules: Original legal text.
