In addition to the licenses to operate motor vehicles, the\n\nDepartment of Public Safety may issue cards to Oklahoma residents\n\nfor purposes of identification only. The identification cards shall\n\nbe issued, renewed, replaced, canceled and denied in the same manner\n\nas driver licenses in this state. A licensee whose record reflects\n\na notation of the person's proof of legal presence, verified by the\n\nU.S. Department of Homeland Security, or proof of U.S. citizenship,\n\nmay obtain a REAL ID Compliant Identification Card or a Noncompliant\n\nIdentification Card from a motor license agent or the Department of\n\nPublic Safety, regardless of the status of the license held by the\n\nlicensee. Provided, the licensee must comply with all REAL ID\n\ndocumentation requirements to obtain a REAL ID Compliant\n\nIdentification Card. A person shall not apply for or possess more\n\nthan one state-issued or territory-issued REAL ID Compliant\n\nIdentification Card pursuant to the provisions of Section 6-101 of\n\nthis title.\n\nThe application for an identification card by any person under\n\nthe age of eighteen (18) years shall be signed and verified by a\n\ncustodial legal parent or legal guardian, either in person before a\n\nperson authorized to administer oaths or electronically if\n\ncompleting an online application, or a notarized affidavit signed by\n\na custodial legal parent or legal guardian submitted before a person\n\nauthorized to administer oaths by the person under the age of\n\neighteen (18) years with the application. Except as otherwise\n\nprovided in this section, the identification cards shall be valid\n\nfor a period of either four (4) years from the month of issuance or\n\neight (8) years from the month of issuance; however, the REAL ID\n\nNoncompliant identification cards issued to persons sixty-five (65)\n\nyears of age or older shall be valid indefinitely from the month of\n\nissuance.\n\nB. 1. The Department of Corrections shall coordinate with the\n\nDepartment of Public Safety to provide REAL ID Noncompliant\n\nIdentification Cards to all inmates who do not have a current state-\n\nissued identification card or driver license upon their release from\n\ncustody. The identification cards shall be issued, replaced,\n\ncanceled and denied in the same manner as driver licenses in this\n\nstate.\n\n2. The Department of Public Safety shall allow the use of a\n\ncertified copy of a birth certificate coupled with a Department of\n\nCorrections-issued consolidated record card to serve as a valid form\n\nof photo identification documentation to obtain a REAL ID\n\nNoncompliant Identification Card.\n\n3. REAL ID Noncompliant Identification Cards issued with a\n\nconsolidated record card from the Department of Corrections for\n\ninmates shall be valid for a period of four (4) years from the month\n\nof issuance for an allowable fee to be determined by the Department\n\nof Public Safety and are nonrenewable and nontransferable.\n\n4. The fee charged for the issuance or replacement of a REAL ID\n\nNoncompliant Identification Card pursuant to this subsection shall\n\nbe deposited in the Department of Public Safety Revolving Fund.\n\nProvided, however, REAL ID Noncompliant Identification Cards issued\n\nto individuals required to register pursuant to the Sex Offenders\n\nRegistration Act shall only be valid for a period of one (1) year.\n\nNo person sixty-five (65) years of age or older shall be charged a\n\nfee for a REAL ID Noncompliant Identification Card.\n\n5. The Department of Public Safety is authorized to promulgate\n\nrules and procedures to implement the provisions of this subsection.\n\nC. No person shall hold more than one state-issued or\n\nterritory-issued REAL ID Compliant Driver License or REAL ID\n\nCompliant Identification Card, as defined in subsection G of Section\n\n6-101 of this title. The Department shall not issue a REAL ID\n\nCompliant Identification Card to any applicant who has been\nthe provisions of this subsection.\n\nC. No person shall hold more than one state-issued or\n\nterritory-issued REAL ID Compliant Driver License or REAL ID\n\nCompliant Identification Card, as defined in subsection G of Section\n\n6-101 of this title. The Department shall not issue a REAL ID\n\nCompliant Identification Card to any applicant who has been\n\npreviously issued a REAL ID Compliant Driver License or REAL ID\n\nCompliant Identification Card unless such license or identification\n\ncard has been surrendered to the Department by the applicant. The\n\nDepartment may promulgate rules related to the issuance of\n\nreplacement REAL ID Compliant Identification Cards in the event of\n\nloss or theft.\n\nD. The fee charged for the issuance or renewal of a REAL ID\n\nCompliant Identification Card shall be Twenty-five Dollars ($25.00)\n\nfor a 4-year card and Fifty Dollars ($50.00) for an 8-year card.\n\nThe fee charged for the issuance or renewal of a REAL ID\n\nNoncompliant Identification Card pursuant to this section shall be\n\nTwenty-five Dollars ($25.00) for a 4-year card and Fifty Dollars\n\n($50.00) for an 8-year card; however, no person sixty-five (65)\n\nyears of age or older, or one hundred percent (100%) disabled\n\nveteran described in subsection P of Section 6-101 of this title\n\nshall be charged a fee for an identification card. Of each fee\n\ncharged pursuant to the provisions of this subsection:\n\n1. Seven Dollars ($7.00) of a 4-year card and Fourteen Dollars\n\n($14.00) of an 8-year card shall be apportioned as provided in\n\nSection 1104 of this title;\n\n2. Three Dollars ($3.00) of a 4-year card and Six Dollars\n\n($6.00) of an 8-year card shall be credited to the Department of\n\nPublic Safety Computer Imaging System Revolving Fund to be used\n\nsolely for the purpose of the administration and maintenance of the\n\ncomputerized imaging system of the Department;\n\n3. Ten Dollars ($10.00) of a 4-year card and Twenty Dollars\n\n($20.00) of an 8-year card shall be deposited in the Department of\n\nPublic Safety Revolving Fund;\n\n4. Three Dollars ($3.00) of a 4-year card and Six Dollars\n\n($6.00) of an 8-year card shall be deposited to the State Public\n\nSafety Fund created in Section 2-147 of this title; and\n\n5. Two Dollars ($2.00) for a 4-year card and Four Dollars\n\n($4.00) for an 8-year card of the fee authorized by this subsection\n\nrelated to the issuance or renewal of an identification card by a\n\nmotor license agent that does process approved applications or\n\nrenewals for REAL ID Compliant and REAL ID Non-Compliant Driver\n\nLicenses or Identification Cards shall be retained by the licensed\n\noperator through June 30, 2023. Beginning July 1, 2023, these\n\nmonies shall be retained by the licensed operator pursuant to\n\nsubsection E of Section 1141.1 of this title.\n\nE. The fee charged for replacement of a REAL ID Compliant\n\nIdentification Card, or REAL ID Non-Compliant Identification Card,\n\nshall be Twenty-five Dollars ($25.00); however, no person sixty-five\n0, 2023. Beginning July 1, 2023, these\n\nmonies shall be retained by the licensed operator pursuant to\n\nsubsection E of Section 1141.1 of this title.\n\nE. The fee charged for replacement of a REAL ID Compliant\n\nIdentification Card, or REAL ID Non-Compliant Identification Card,\n\nshall be Twenty-five Dollars ($25.00); however, no person sixty-five\n\n(65) years of age or older shall be charged a fee for an\n\nidentification card replacement. Two Dollars ($2.00) of the fee authorized by this subsection\n\nrelated to the replacement of an identification card by a motor\n\nlicense agent that does process approved applications or renewals\n\nfor REAL ID Compliant or REAL ID Non-Compliant Driver Licenses or\n\nIdentification Cards shall be retained by the licensed operator\n\nthrough June 30, 2023. Beginning July 1, 2023, these monies shall\n\nbe retained by the licensed operator pursuant to subsection E of\n\nSection 1141.1 of this title.\n\nF. The Oklahoma Tax Commission is hereby authorized to\n\nreimburse, from funds available to that agency, each motor license\n\nagent issuing an identification card to a person sixty-five (65)\n\nyears of age or older, an amount not to exceed One Dollar ($1.00)\n\nfor each card or driver license so issued through June 30, 2023.\n\nThe Tax Commission shall develop procedures for claims for\n\nreimbursement.\n\nG. Notwithstanding any other provision of law, when a person\n\nmakes application for a new identification card, or makes\n\napplication to renew an identification card, and the person has been\n\nconvicted of, or received a deferred judgment for, any offense\n\nrequired to register pursuant to the Sex Offenders Registration Act,\n\nthe identification card shall be valid for a period of one (1) year\n\nfrom the month of issuance, but may be renewed yearly during the\n\ntime the person is subject to registration on the Sex Offender\n\nRegistry. The cost for such identification card shall be the same\n\nas for other identification cards and renewals.\n\nH.
