There is hereby created the Impaired Driving Prevention\n\nAdvisory Committee. The Committee shall be comprised of:\n\n1. The Commissioner of Public Safety, or a designee, who shall\n\nact as the chair;\n\n2. The Chief of the Oklahoma Highway Patrol, or a designee;\n\n3. A member appointed by the District Attorneys Council;\n\n4. A member appointed by the Administrative Office of the\n\nCourts;\n\n5. The Commissioner of Mental Health and Substance Abuse\n\nServices, or a designee;\n\n6. The Director of the Oklahoma State Bureau of Investigation,\n\nor a designee;\n\n7. The State Director of Tests for Alcohol and Drug Influence,\n\nor a designee;\n\n8. The Director of the Oklahoma Highway Safety Office, or a\n\ndesignee;\n\n9. The President of the Oklahoma Association of Chiefs of\n\nPolice, or a designee;\n\n10. The President of the Oklahoma Sheriff’s Association, or a\n\ndesignee;\n\n11. The Executive Director of Service Oklahoma, or a designee;\n\n12. A member of the Board of Directors of Safety and Advocacy\n\nFor Empowerment (SAFE);\n\n13. A representative designated by a victim advocacy group to\n\nbe selected by the Commissioner of Public Safety;\n\n14. A member of the House of Representatives appointed by the\n\nSpeaker of the House of Representatives;\n\n15. A member of the Senate appointed by the President Pro\n\nTempore of the Senate;\n\n16. The State Commissioner of Health, or a designee;\n\n17. The Executive Director of the Department of Transportation,\n\nor a designee;\n\n18. The Executive Director of the Oklahoma Medical Marijuana\n\nAuthority, or a designee;\n\n19. The Executive Director of the State Board of Pharmacy, or a\n\ndesignee;\n\n20. The Executive Director of the Alcoholic Beverage Laws\n\nEnforcement Commission, or a designee;\n\n21. The Executive Director of the Oklahoma Turnpike Authority,\n\nor a designee; and\n\n22. The Executive Director of the Oklahoma Indigent Defense\n\nSystem, or a designee.\n\nB. The Department of Public Safety shall provide administrative\n\nsupport necessary for the Committee to accomplish the goals and\n\nobjectives assigned by this section.\n\nC. The Committee shall meet at the direction of the chair, and\n\nshall meet not less than once a year, but not more than four times a\n\nyear. A vice chair shall be elected by the Committee from among its\n\nmembers. The vice chair shall act as chair of the Committee in the\n\nabsence of the chair.\n\nD. The Committee is authorized to collect, analyze, and\n\ninterpret relevant crash data on impaired driving and associated\n\ntraffic crashes. In addition, the Committee is authorized to\n\nreview, evaluate, and monitor the impaired driving system of this\n\nstate and provide a network of communication and cooperation among\n\nthe various stakeholders to coordinate and integrate efforts and\n\nresources to reduce the incidence and severity of impaired driving\n\ncrashes.\n\nE. The Committee shall annually complete a statewide strategic\n\nplan to reduce the incidents of impaired driving and impaired\n\ndriving crashes. The plan shall be submitted no later than December\n\n31 of each year to the Governor, the President Pro Tempore of the\n\nSenate, and the Speaker of the House of Representatives.\n\nF. Members of the Committee who are otherwise employed by a\n\nstate agency or political subdivision shall serve without additional\n\ncompensation.
