The Insurance Commissioner shall when necessary, develop and\n\napprove a policy form for the purpose of providing coverage under\n\nthe Oklahoma Temporary Motorist Liability Plan. All coverage and\n\nexclusions shall be defined in the form prescribed by the\n\nCommissioner. The exclusions may include, but are not limited to,\n\ndriving without a license, driving during the commission of a felony\n\nor driving while under the influence. The approved policy form\n\nshall become part of a Request for Proposals.\n\nB. The Office of Management and Enterprise Services, in\n\nconsultation with the Insurance Commissioner, shall select an\n\ninsurer through a competitive bidding process to administer\n\ninsurance coverage under the Plan. The contract for insurance\n\ncoverage awarded pursuant to this section may be a multi-year\n\ncontract, renewable annually, in accordance with any applicable\n\nOffice of Management and Enterprise Services guidelines or\n\nprocedures.\n\nC. Bids shall be received by the Office of Management and\n\nEnterprise Services by November 1 as required for any rebidding\n\nyear. Bids shall be expressed as a daily temporary insurance rate\n\nand shall include all costs associated with administering the\n\ninsurance portion of the Plan. Bids may not include any additional\n\nadministrative fees. The Office of Management and Enterprise\n\nServices, in consultation with the Insurance Commissioner, shall\n\nselect the lowest and best bid.\n\nD.
