Stat. tit. 47, § 47-951","heading":"Definitions","body":"As used in Sections 951 through 965 of this title and Sections 1\n\nthrough 3 of this act:\n\n1. \"Wrecker or wrecker vehicle\" means any motor vehicle that is\n\nequipped with any device designed to tow another vehicle or\n\ncombination of vehicles. The use of the term \"wrecker\" or \"wrecker\n\nvehicle\" shall be construed to include a combination wrecker or\n\ncombination wrecker vehicle, as defined in paragraph 2 of this\n\nsection, unless a specific differentiation is otherwise described;\n\n2. \"Combination wrecker\" or \"combination wrecker vehicle\" means\n\nany wrecker vehicle which is designed and equipped with two separate\n\nand distinct devices to tow simultaneously two or more other\n\nvehicles or combinations of vehicles, whether or not both devices\n\nare in use simultaneously. One of the devices shall allow another\n\nvehicle to be loaded onto and transported upon the wrecker vehicle,\n\nand one of the devices shall allow another vehicle to be attached to\n\nand pulled by the wrecker vehicle;\n\n3. \"Tow\" or \"towing\" means the use of a wrecker vehicle to\n\nlift, pull, move, haul or otherwise transport any other vehicle by\n\nmeans of:\n\na. attaching the vehicle to and pulling the vehicle with\n\nthe wrecker vehicle, or\n\nb. loading the vehicle onto and transporting the vehicle\n\nupon the wrecker vehicle;\n\n4. \"Rollback equipment\" means a towing device or equipment upon\n\nwhich the towed vehicle is loaded and transported, removing the\n\ntowed vehicle completely from the surface of the roadway. The term\n\n\"rollback equipment\" shall include car haulers;\n\n5. \"Dolly\" means a towing device or equipment which lifts and\n\nsuspends one axle of the towed vehicle above the surface of the\n\nroadway;\n\n6. \"Wrecker or towing service\" means engaging in the business\n\nof or performing the act of towing or offering to tow any vehicle,\n\nexcept:\n\na. where the operator owns the towed vehicle and displays\n\non both sides of the wrecker vehicle in plainly\n\nvisible letters not less than two (2) inches in height\n\nthe words \"NOT FOR HIRE\",\n\nb. where the service is performed by a transporter as\n\ndefined in Section 1-181 of this title,\n\nc. where service is performed in conjunction with the\n\ntransportation of household goods and property,\n\nd. where the wrecker vehicle is owned or operated by the\n\nUnited States government, the State of Oklahoma, or\n\nany department or political subdivision thereof, or\n\ne. where the service is performed by an out-of-state\n\nwrecker service at the request of the vehicle owner or\n\noperator, the vehicle is not involved in a collision,\n\nand is being towed:\n\n(1) in either direction across the border between\n\nOklahoma and a neighboring state, or\n\n(2) through Oklahoma in transit to another state;\n\nprovided, the out-of-state wrecker service shall\n\ncomply with all other requirements regarding\n\ninterstate commerce as set forth in law;\n\n7. \"Commissioner\" means the Commissioner of Public Safety;\n\n8. \"Commission\" means the Corporation Commission;\n\n9. \"Department\" means the Department of Public Safety;\n\n10. “Nonconsensual tow” means the transportation of a vehicle\n\nwithout the consent or knowledge of the vehicle’s owner, possessor,\n\nagent, insurer, lienholder, or any other person in possession of or\n\nin charge of any vehicle and includes the transportation or towing\n\nof the vehicle under lawful circumstances or necessity for the\n\npublic interest including removing from the roadway for public\n\nsafety or public convenience, or accidents, by any law enforcement\n\nofficer or property agent or removal from public or private property\n\nas a result of abandonment or unauthorized parking by the property\n\nowner, agent, possessor, or other legal entity for the property\n\nowner;\n\n11. \"Operator\" means any person owning or operating a wrecker\n\nvehicle or wrecker or towing service;\n\n12. \"Officer\" means any duly authorized law enforcement\n\nofficer;\n\n13. \"Roadway\" means any public street, road, highway or\nl from public or private property\n\nas a result of abandonment or unauthorized parking by the property\n\nowner, agent, possessor, or other legal entity for the property\n\nowner;\n\n11. \"Operator\" means any person owning or operating a wrecker\n\nvehicle or wrecker or towing service;\n\n12. \"Officer\" means any duly authorized law enforcement\n\nofficer;\n\n13. \"Roadway\" means any public street, road, highway or\n\nturnpike or the median, easement or shoulder of a roadway;\n\n14. \"Service call\" means the act of responding to a request for\n\nservice with a wrecker vehicle in which a service is performed; and\n\n15. \"Vehicle\" shall:\n\na. have the same meaning as defined in Section 1-186 of\n\nthis title, and\n\nb. for the purposes of this chapter when referring to a\n\nvehicle or combination of vehicles being towed or\n\nstored, include a vessel.
