Stat. tit. 51, § 51-121","heading":"Declaration of policy","body":"In order to extend to employees of the state and its political\n\nsubdivisions and of the instrumentalities of either, and to the\n\ndependents and survivors of such employees, the basic protection\n\naccorded to others by the old-age and survivors insurance system\n\nembodied in the Social Security Act, it is hereby declared to be the\n\npolicy of the Legislature, subject to the limitations of this act,\n\nthat such steps be taken as to provide such protection to employees\n\nof the state and local governments on as broad a basis as is\n\npermitted under applicable federal law.
