The State of Oklahoma does hereby adopt the doctrine of\n\nsovereign immunity. The state, its political subdivisions, and all\n\nof their employees acting within the scope of their employment,\n\nwhether performing governmental or proprietary functions, shall be\n\nimmune from liability for torts.\n\nB. The state, only to the extent and in the manner provided in\n\nthis act, waives its immunity and that of its political\n\nsubdivisions.
