Stat. tit. 51, § 51-24A.19","heading":"Research records - Confidentiality","body":"In addition to other records that a public body may keep\n\nconfidential pursuant to the provisions of the Oklahoma Open Records\n\nAct, a public body may keep confidential:\n\n1. Any information related to research, the disclosure of which\n\ncould affect the conduct or outcome of the research, the ability to\n\npatent or copyright the research, or any other proprietary rights\n\nany entity may have in the research or the results of the research\n\nincluding, but not limited to, trade secrets and commercial or\n\nfinancial information obtained from an entity financing or\n\ncooperating in the research, research protocols, and research notes,\n\ndata, results, or other writings about the research; and\n\n2. The specific terms and conditions of any license or other\n\ncommercialization agreement relating to state owned or controlled\n\ntechnology or the development, transfer, or commercialization of the\n\ntechnology. Any other information relating to state owned or\n\ncontrolled technology or the development, transfer, or\n\ncommercialization of the technology which, if disclosed, will\n\nadversely affect or give other persons or entities an advantage over\n\npublic bodies in negotiating terms and conditions for the\n\ndevelopment, transfer, or commercialization of the technology.\n\nHowever, institutions within The Oklahoma State System of Higher\n\nEducation shall:\n\na. report to the Oklahoma State Regents for Higher\n\nEducation as requested, on forms provided by the\n\nRegents, research activities funded by external\n\nentities or the institutions, the results of which\n\nhave generated new intellectual property, and\n\nb. report to the Oklahoma State Regents for Higher\n\nEducation annually on forms provided:\n\n(1) expenditures for research and development\n\nsupported by the institution,\n\n(2) any financial relationships between the\n\ninstitution and private business entities,\n\n(3) any acquisition of an equity interest by the\n\ninstitution in a private business,\n\n(4) the receipt of royalty or other income related to\n\nthe sale of products, processes, or ideas by the\n\ninstitution or a private business entity with\n\nwhich the institution has established a financial\n\narrangement,\n\n(5) the gains or losses upon the sale or other\n\ndisposition of equity interests in private\n\nbusiness entities, and\n\n(6) any other information regarding technology\n\ntransfer required by the Oklahoma State Regents\n\nfor Higher Education.\n\nThe reports required in subparagraphs a and b of this paragraph\n\nshall not be deemed confidential and shall be subject to full\n\ndisclosure pursuant to the Oklahoma Open Records Act.","path":["OK Code","Title 51"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os51.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"cc3a824265fd37792c3c635f68117e13d54285226dc48b4b14474ffb07921feb","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-51-51-24a.18","next":"us-ok/okla.-stat.-tit.-51-51-24a.2"},"notice":"GroundRules: Original legal text.
