A professional licensing board shall keep confidential all\n\nrecords of any mental health diagnosis, counseling, or treatment of\n\na licensee retained by the licensing board. Such records may only\n\nbe released:\n\n1. To the licensee who is the subject of the records;\n\n2. To an authorized representative of the licensing board that\n\nholds the records for the purpose of evaluating the fitness of the\n\nlicensee to engage in the practice of the licensed profession;\n\n3. Upon a court order; or\n\n4. In case of emergency if the licensee poses a danger to\n\nhimself or herself or others.\n\nB.
