Stat. tit. 52, § 52-149","heading":"Conservation Division - Creation - Personnel - Duties -","body":"Qualifications.\n\nThere is hereby created within the Corporation Commission of\n\nOklahoma, herein called \"Commission\", a Conservation Division, the\n\nduties and functions of which, subject to the supervision and\n\ndirection of the Commission, shall be to aid the Commission in the\n\nadministration and performance of the powers, duties and functions\n\nof the Commission with respect to oil and gas conservation and the\n\nprevention of pollution resulting from oil and gas production and\n\ntransportation. The Conservation Division so created shall consist\n\nof the following personnel:\n\n1. A Director of Conservation, who, in addition to the duties\n\nand functions now or hereafter prescribed for such officer in this\n\ntitle, shall have overall responsibility, supervision and direction\n\nof the activities of the Conservation Division and the\n\nadministration and enforcement of the rules, regulations and orders\n\nof the Commission relating to oil and gas conservation and the\n\nprevention of pollution. The Director of Conservation shall be a\n\ngraduate of an accredited college or university with a Bachelor's\n\nDegree and shall have five (5) years' experience in a supervisory\n\ncapacity in an administrative or personnel management position;\n\n2. A Manager of Pollution Abatement, whose duties and functions\n\nshall be to direct and supervise the activities of the Conservation\n\nDivision with respect to the prevention of pollution. The Manager\n\nof Pollution Abatement shall be a graduate of an accredited college\n\nor university with a Bachelor of Science Degree in petroleum, civil\n\nor mechanical engineering, geology, environmental science or a\n\nrelated field and shall have at least five (5) years' practical or\n\nregulatory experience in the production of oil and gas, three (3)\n\nyears of which must have been in an administrative or supervisory\n\ncapacity;\n\n3. A Manager of Field Operations, whose duties and functions\n\nshall be to direct, supervise and coordinate the activities of the\n\ndistrict offices and all the field activities of the Conservation\n\nDivision with respect to both oil and gas conservation and the\n\nprevention of pollution. The Manager of Field Operations shall be a\n\ngraduate of an accredited college or university with a Bachelor of\n\nScience Degree in petroleum, civil or mechanical engineering,\n\ngeology, environmental science or a related field and at least five\n\n(5) years' practical or regulatory experience in the production of\n\noil and gas, three (3) years of which must have been in an\n\nadministrative or supervisory capacity or an equivalent combination\n\nof education and experience, substituting one (1) additional year of\n\nqualifying experience for each year of the required degree;\n\n4. A Deputy Director of Conservation, whose duties and\n\nfunctions shall be the administrative management of the various\n\noffices of the Conservation Division including, but not limited to,\n\noffice services and procedures, coordinating personnel\n\nadministration, processing of expense statements, budget preparation\n\nand cost accounting, procurement and use of supplies, files,\n\nrecords, and other professional and clerical services, computer\n\nservices, with other divisions of the Commission and providing\n\ntechnical assistance as necessary. The Deputy Director of\n\nConservation shall be a graduate of an accredited college or\n\nuniversity with a Bachelor of Science Degree in petroleum, civil or\n\nmechanical engineering, geology, environmental science or a related\n\nfield and shall have five (5) years' practical or regulatory\n\nexperience in the production of oil and gas, three (3) years of\n\nwhich must have been in an administrative or supervisory capacity;\n\n5. A Manager of Technical Services, whose duties and functions\n\nshall be to direct, supervise and coordinate the technical\n\nactivities of the Conservation Division with respect to oil and gas\nor a related\n\nfield and shall have five (5) years' practical or regulatory\n\nexperience in the production of oil and gas, three (3) years of\n\nwhich must have been in an administrative or supervisory capacity;\n\n5. A Manager of Technical Services, whose duties and functions\n\nshall be to direct, supervise and coordinate the technical\n\nactivities of the Conservation Division with respect to oil and gas\n\nconservation, prevention of waste and prevention of pollution. The\n\nManager of Technical Services shall be a graduate of an accredited\n\ncollege or university, with a Bachelor of Science Degree in\n\npetroleum, civil or mechanical engineering, geology, environmental\n\nscience or a related field and at least five (5) years' practical or\n\nregulatory experience in the production of oil and gas, three (3)\n\nyears of which must have been in an administrative or supervisory\n\ncapacity;\n\n6. District Managers, whose duties and functions shall be to\n\nsupervise and direct the district offices and all field activities\n\nof the Conservation Division, including both oil and gas\n\nconservation and the prevention of pollution in the respective\n\ndistricts to which they are assigned. A District Manager shall be a\n\ngraduate of an accredited college or university with a Bachelor of\n\nScience Degree in petroleum, civil or mechanical engineering,\n\ngeology, environmental science or a related field and shall have\n\nfive (5) years' practical or regulatory experience in the production\n\nof oil and gas, three (3) years of which must have been in an\n\nadministrative or supervisory capacity or an equivalent combination\n\nof education and experience, substituting one (1) year of practical\n\nor regulatory experience in the production of oil and gas for each\n\nyear of the required degree;\n\n7. Assistant District Managers, whose duties and functions\n\nshall be to supervise, direct and coordinate the activities of field\n\nand office personnel and who shall be under the supervision of the\n\nDistrict Managers. An Assistant District Manager shall be a\n\ngraduate from an accredited college or university with a Bachelor of\n\nScience degree in petroleum, civil or mechanical engineering,\n\ngeology, environmental science or related field and shall have four\n\n(4) years' practical or regulatory experience in the production of\n\noil and gas, one (1) year of which must have been in a supervisory\n\ncapacity or an equivalent combination of education and experience,\n\nsubstituting one (1) year of practical or regulatory experience in\n\nthe production of oil and gas for each year of the required degree;\n\n8. Oil and Gas Field Inspectors, whose duties and functions,\n\nsubject to the direction and supervision of the Oil and Gas Field\n\nInspector Supervisor of the respective district to which they are\n\nassigned, shall be to make inspections and investigations, witness\n\ntests, and generally serve as enforcement officers and\n\nrepresentatives of the Commission in the administration and\n\nenforcement of the rules, regulations and orders of the Commission\n\nrelating to both oil and gas conservation and the prevention of\n\npollution. An Oil and Gas Field Inspector shall have four (4)\n\nyears' practical experience in oil field production and drilling\n\noperations;\n\n9. Assistant Manager of Field Operations, who under the general\n\ndirection of the Manager of Field Operations, shall direct,\n\nsupervise and coordinate office personnel and the activities of the\n\ndistrict office and other field programs. An Assistant Manager of\n\nField Operations shall be a graduate of an accredited college or\n\nuniversity with a Bachelor of Science Degree in petroleum, civil or\n\nmechanical engineering, geology, environmental science or related\n\nfields and shall have five (5) years' practical or regulatory\n\nexperience in the production of oil and gas or an equivalent\n\ncombination of education and experience, substituting one (1) year\ner of\n\nField Operations shall be a graduate of an accredited college or\n\nuniversity with a Bachelor of Science Degree in petroleum, civil or\n\nmechanical engineering, geology, environmental science or related\n\nfields and shall have five (5) years' practical or regulatory\n\nexperience in the production of oil and gas or an equivalent\n\ncombination of education and experience, substituting one (1) year\n\nof practical or regulatory experience in the production of oil and\n\ngas for each year of the required degree;\n\n10. Oil and Gas Safety Specialist, who, under the general\n\ndirection of the Assistant District Manager of the respective\n\ndistrict to which they are assigned, shall be trained in Hydrogen\n\nSulfide Gas control and safety and in hazardous chemical detection\n\nand shall investigate incidents of public safety concerns. An Oil\n\nand Gas Safety Specialist shall have five (5) years' regulatory\n\nexperience in the production of oil and gas or a Bachelor of Science\n\nDegree in Industrial Safety and one (1) year of regulatory\n\nexperience in the production of oil and gas;\n\n11. Senior Field Inspector, who, under the general direction of\n\nthe Oil and Gas Field Inspector Supervisor of the respective\n\ndistrict to which they are assigned, shall perform detailed\n\ninspections and investigations and provide expert testimony\n\nconcerning the enforcement of rules of the Corporation Commission.\n\nA Senior Field Inspector shall have four (4) years' practical and\n\ntwo (2) years' regulatory experience in the production of oil and\n\ngas; and\n\n12. Oil and Gas Inspector Supervisor, who, under the\n\nsupervision of the Assistant District Manager of the respective\n\ndistrict to which they are assigned, shall supervise and perform\n\nfield inspection activities related to tests, surveys and\n\ninvestigations of oil and gas production, pollution control and\n\nenvironmental protection. An Oil and Gas Inspector Supervisor shall\n\nhave four (4) years' practical and three (3) years' regulatory\n\nexperience in the production of oil and gas.\n\nThe employees of the Commission who at the effective date of\n\nthis act are holding positions or performing functions corresponding\n\nto those herein prescribed but who do not have the qualifications\n\nrequired by this act for such positions or functions shall not, for\n\nthat reason, be disqualified to continue in such positions or to\n\nperform such functions, but at such time as there is a vacancy in\n\nsuch position it shall be filled by an employee having the\n\nqualifications herein prescribed.","path":["OK Code","Title 52"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os52.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"7d9b4855952197e22ade05c3dba7c3ff5753766a05101a337bf8e60f3daa8a77","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-52-52-148","next":"us-ok/okla.-stat.-tit.-52-52-149.1"},"notice":"GroundRules: Original legal text.
