Stat. tit. 52, § 52-288.5","heading":"Board - Powers, duties and responsibilities","body":"The Oklahoma Energy Resources Board shall have the following\n\npowers, duties and responsibilities:\n\n1. To administer and enforce the provisions of the Oklahoma\n\nEnergy Education and Marketing Act;\n\n2. To establish an office for the Board within the State of\n\nOklahoma;\n\n3. To elect a chairperson and whatever other officers may be\n\nnecessary to direct operations of the Board;\n\n4. To employ personnel as shall be deemed necessary to carry\n\nout the purpose and provisions of the Oklahoma Energy Education and\n\nMarketing Act, including but not limited to an attorney to provide\n\nlegal assistance to the Board, and to prescribe their duties and fix\n\ntheir compensation;\n\n5. To establish and administer the Energy Resources Revolving\n\nFund;\n\n6. To approve or disapprove the budget of the Board;\n\n7. To promulgate rules as it deems necessary to carry out the\n\nprovisions of the Oklahoma Energy Education and Marketing Act;\n\n8. To enter into contracts or agreements for studies, research\n\nprojects, experimental work, supplies or other services to carry out\n\nthe purposes of the Oklahoma Energy Education and Marketing Act, and\n\nincur those expenses necessary to carry out those purposes. Any\n\nsuch contract or agreement shall provide that:\n\na. the person entering the contract or agreement on\n\nbehalf of the Board shall develop and submit to the\n\nBoard a plan or project together with a budget or\n\nbudgets that shows estimated costs to be incurred for\n\nthe plan or project, and\n\nb. the person entering the contract or agreement shall\n\nkeep accurate records of all of its transactions,\n\naccount for funds received and expended, and make\n\nperiodic reports to the Board of activities conducted,\n\nand such other reports as the Board may require;\n\n9. To keep accurate records of all financial transactions\n\nperformed pursuant to the Oklahoma Energy Education and Marketing\n\nAct. These records shall be subject to an annual audit, as defined\n\nby paragraph 4 of subsection B of Section 212 of Title 74 of the\n\nOklahoma Statutes, by an independent auditor and an annual report\n\nshall be compiled and presented to the Governor;\n\n10. To cooperate with any private, local, state or national\n\ncommission, organization, agency or group and to make contracts and\n\nagreements for joint programs beneficial to the oil industry;\n\n11. To accept donations, grants, contributions and gifts from\n\nany public or private source and deposit such in the Energy\n\nResources Revolving Fund;\n\n12. To approve or disapprove the investment of any monies in\n\nthe Energy Resources Revolving Fund; and\n\n13.
